The Victim Advocate Prevention Educator:

  • Responds to crisis calls, 24/7, when assigned to hold the Academy On-Call Hotline Phone, which is held on a rotating basis with other Sexual Assault Prevention and Response Office (SAPRO) staff members (except the Director) on a two-week rotation.
  • Provides direct assistance to survivors whether they are on campus, off campus, or at sea. Conducts non-clinical safety assessment and safety planning as requested by the survivor.  Considers survivors’ needs and connects them with appropriate resources, including, among others, medical care, mental health care, legal advice, and spiritual support.
  • Coordinates and presents multidisciplinary education, prevention programming for Midshipmen, faculty and staff focusing on sexual assault, sexual or gender-based harassment, relationship violence, stalking, retaliation, and bystander intervention.  Writes curricula, lesson plans, records attendance, and conducts post-training surveys.
  • Coordinates and conducts bi-annual training for all students according to the SAPR Curriculum which may include, among others: initial Indoctrination training, bystander intervention training and specific Sea Year Training in accordance with Academy policy. Conducts annual training for all faculty and staff members.
  • Supports SAPRO’s culture change and gender-based violence prevention efforts, including leading and assisting efforts by Midshipmen, faculty, and staff; bystander intervention and prevention programs; annual awareness events, and other activities as requested by the Director and Sexual Assault Response Coordinator.

The ideal candidate is a mid-level professional who has the skills and compassion necessary to interview and counsel student victims of sexual assault, sexual or gender-based harassment, relationship violence or stalking. The candidate must possess the ability to find community support resources for victims and access them effectively for clients. The candidate must be able to create curricula, lesson and/or training plans on relevant topics related to sexual assault, sexual or gender-based harassment, relationship violence, stalking, and retaliation and must be comfortable delivering training and speaking before both large and small groups of college students, faculty, and staff. The candidate must have creativity and energy to create sexual assault prevention and response awareness events that capture the attention of the campus community. The candidate must have experience in implementing culture change and gender-based violence prevention efforts with young adults. The candidate must be capable of adjusting to a demanding work environment characterized by tight timelines, shifting priorities, and flexing schedules. The individual must be organized, imaginative, and attentive to details, with selfless dedication to advocating for survivors throughout their healing journey and educating the campus community about all forms of gender-based violence.

Highly Desirable: The candidate should have victim advocacy experience with victims of sexual assault, sexual or gender-based harassment, relationship violence, or stalking, aged 17-25, preferably in a higher education setting. The candidate will preferably have experience working in a Title IX program at an institution of higher education. The candidate should have experience in trauma-informed listening and assistance, exceptional organizational skills and strong attention to detail as well as excellent interpersonal, oral, and written communication skills.

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experienced in managing multiple competing priorities and meeting deadlines.
  • Experienced in providing advice and guidance on policy development, maintaining accurate and thorough records, and collaborating with others.

HIGHLY DESIRED:  Professional experience working with and providing support services to victims of sexual assault, sexual or gender-based harassment, relationship violence or stalking.

To qualify for the GS-09 on Education alone, you must have:

  • 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree.

You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Program Knowledge: Employee performs assignments of average difficulty requiring the application of fundamental principles, concepts, techniques, and guidelines relative to relationship and sexual violence prevention and response programs.
  • Technical Knowledge: Facilitates relationship and sexual violence prevention and intervention training.
  • Communication: Communicates information to students, staff, and faculty about relationship and sexual violence and refers students, staff, and faculty to supportive services.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience

ADDITIONAL CONDITIONS OF EMPLOYMENT:

This is a Bargaining unit position represented by AFGE, local 2116.

TELEWORK ELIGIBILITY:  Telework availability will be based upon the mission requirements and supervisory determination.  If approved for occasional telework, you will be required to report to the office on a regular basis.
