Duties

Help

This position is located in the Support Services Division (SSD) at a VA Regional Office (RO). The incumbent performs facilities management, property management, government vehicle management, serves as the primary/alternate PIV coordinator, and completes other administrative tasks, under the supervision of the Supervisory Support Services Specialist and/or the Chief, Support Services Division.

Major Duties:

  1. Evaluates and provides input for efficient utilization of space to include floor plans and design, ensuring proper cubicle design and required infrastructure.
  2. Provides property management services including facilities, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture.
  3. Oversees the fleet management program by coordinating day-to-day functions by documenting and authorizing operators, scheduling utilization and maintenance, and submitting required reports.
  4. Conducts fact-finding or analyses to determine facility requirements based on RO organizational needs, service deficiencies, and appropriate resolutions to identified issues.
  5. Responsible for the administration of the Personal Identify Verification (PIV) system, ensures proper issuance of PIV cards and manages administration roles. Acts as the PIV liaison as required.
  6. Provide forms and publication services which consists of printing, reproduction and distribution of forms. Ensures equipment requirements are met for all forms and publications activities.
  7. Evaluates and provides input into security plans and reports. Coordinates building security with appropriate authorities. Produces all reports associated with security.
  8. Evaluates and provides input and recommendations for procedural improvements in all administrative functional areas.
  9. Coordinates with acquisition personnel in acquiring office supplies and equipment, stores and distributes office supplies and equipment, and conducting inventories.
  10. Participates in the development and implementation of policies and procedures.
  11. Participates in the stations safety program by providing input, tracking and implementation of safety related items

Qualifications

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

To qualify for a Support Services Specialist your resume and supporting documentation must support:

Specialized Experience: To qualify for this Support Services Specialist GS-0342-11 position, you must possess one year (52 weeks of full time) of specialized experience equivalent to at least the GS-09 in the Federal service that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience is defined as:
(1) provides input for efficient utilization of space to include floor plans and design to ensure proper cubicle design and required infrastructure;
(2) Provide property management services including facilities, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture;
(3) Administering an identification verification system to ensures proper issuance identification cards; and
(4) Determining facility requirements based on organizational needs, service deficiencies, and appropriate resolutions to identified issues.

OR, Education Substitution: Such graduate education must include the following major studies: public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, if related.

OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. For work in the federal service, include the grade level for the position(s).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
