As a AMMUNITION INSPECTOR LEADER (TITLE 32), WL-6501-9, you will serve as a working leader of 3 or more employees performing the handling, storage, examining, transporting, and identifying of ammunition and explosives to detect defects, serviceability, deterioration, and compliance with all ammunition and explosives regulations, acceptable standards, specifications, or contractual requirements, as well as develop policy and procedures to support day to day operations.

Major Duties - This is NOT an all-inclusive list:

• Conduct pre-issue inspection of ammunition items prior to issue.
• Inspect vehicles, equipment, and storage areas relating to the safety and security of ammunition and explosives (A&E).
• Perform receipt inspections on all ammunition and components turned in by using units.
• Exhibit an in-depth knowledge of ammunition administrative procedures as outlined in Department of the Army (DA) regulations, pamphlets, and other applicable regulations.
• Research, analyze, and maintain technical manuals, drawings, and specifications to ensure assigned procedures are applicable to specific items.
• Adhere to SOPs and other regulatory guidance, during normal maintenance, care, preservation and other ammunition preparation operations, to assure safety of end product and safety during operations.
• Communicate instructions received from supervisor to work team, and initiate work (e.g., by assigning the immediate tasks to be performed by individual members of the group led).
• Ensure there is enough work to keep everyone in work crew effective, efficient, and busy contributing significantly to the overall mission.
• Urge or advise other employees to follow supervisor's instructions. to meet established and impromptu deadlines, demonstrate proper work methods.
• Assist in the inspection of ammunition, to include performing maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations.
• Use and maintain test equipment including calibration equipment.
• Validate material to assure compatibility of explosive items.

• This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

• Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.
• Federal employment suitability as determined by a background investigation.
• May be required to successfully complete a probationary period.
• Must be cleared IAW requirements of AR 190-11 and must pass a local and national law enforcement files check.
• Must meet the requirements of DA PAM 385-64, other applicable regulations, as well as validation by the ammunition and explosives safety certification board. Must complete a Training and Certification Program for personnel working in ammunition operations.
• This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:

• The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
• The SECOND area of consideration will be all current Federal Employees.
• The THIRD area of consideration will be all Federal re-employment eligible.
• The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
• The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted Only - May not exceed the rank of SFC.

GENERAL EXPERIENCE: MUST possess experience or training that has provided sufficient knowledge to complete the work of this occupational series; and experience or training which demonstrates the ability to lead other technicians engaged in the duties performed by this occupational series.

SPECIALIZED EXPERIENCE: WL-09 Level - MUST possess specialized experience for the Journeyman Level, which includes 24 months of experience interpreting wiring diagrams and facility blueprints, as well as scale indications in a toxic or radioactive environment; experience planning work sequences and determining the requirements for serviceability of equipment and know the impact of repairs on related integral devices; and experience interpreting technical publications with the ability to assist subordinates or other employees in interpreting technical publications applicable to the detection, identification and destruction of numerous types of explosives and toxic materials.

SPECIALIZED LEADER EXPERIENCE: MUST possess specialized experience for the WL-09 Level, which includes 24 months experience demonstrating the ability to plan, organize, and lead the work of others in fields directly related to the repair function of this occupational series; the ability to perform administrative functions; to read and interpret a variety of technical publications used in the repair of supported equipment; and the ability to provide guidance to others in work related directly to this occupational series.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.
