Duties

Help

This position is responsible for strategically leading and managing an SI-wide educational technology program that embraces and addresses the needs of more than 300
Smithsonian educators and external stakeholders across the nation.

  • Oversees the strategic direction of the Office of Educational Technology.
  • Plans, organizes, directs, supervises, and manages the personnel and activities of the unit.
  • Develops a digital strategy for the delivery of educational content and equitable access to educational resources and digital content.
  • Plans for and manages Information Technology (IT) projects to facilitate the introduction and use of new technologies that supports instructional learning and equitable access to educational resources.
  • Oversees analytics, which include creating and producing analysis and reports regarding trends, preferences, and other information on OET’s online activities.

Basic Requirements:

Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

or

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

In addtion to the basic education requirement above, applicants must also meet the following:

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-14 level in the Federal Service or comparable pay band system.  For this position specialized experience is defined as developing, implementing and maintaining an educational technology strategy including engagement with digital and media platforms for general and specialized audiences in a museum, educational or cultural institution setting; developing and managing web and emerging media programs for varied digital channels; long- and short-term planning; digital lifecycle management; and evaluating and implementing of platforms and tools. 

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants for this position may be evaluated in multiple stages. The first stage is an evaluation of your responses to the online multiple-choice questions that assess your experience, education, and/or training for the job related competencies below:

  • Ability to develop multi-year strategy for all dimensions of learning and audience engagement for onsite visitors, program participants and online visitors.
  • Ability to direct, plan, and evaluate organizational operations and coordinate problem resolutions that involve several organizational entities.
  • Ability to consider, identify, plan, and implement new audience engagement methodologies, outreach techniques and learning technologies to achieve goals more effectively within staff and budget resources.
  • Knowledge of disciplines underlying new media and digital products including web applications, streaming videos, online interactive multimedia programs, tools, and databases.
  • Knowledge in data collection and management, analysis, and reporting; communication and dissemination; and audience engagement.

  • Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.
  • Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
  • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
