The Public Affairs Specialist supports the Director and Deputy Director in carrying out the administrative, operational, and executive responsibilities of the Office’s mission. A primary responsibility is the handling of daily postings in the FCC's Electronic Document Management System (EDOCS), which is the Commission’s searchable database of all FCC externally released documents, including Orders, Notices for Proposed Rulemaking, Public Notices, and news releases.  This position also is responsible for production and public distribution of the Daily Digest, an EDOCS-generated electronic newsletter that provides a brief synopsis FCC documents that are
released each business day. The Daily Digest is released via email and on the FCC website by about 12:00 p.m. every day and contains hypertext links to the listed documents. As the Daily Digest editor, the Public Affairs Specialist coordinates with all of the Commission’s Bureaus and Offices, on timing of document postings and placement of links to the documents on the FCC website, ie, homepage, Bureau or Office page. The person in this position also loads documents into EDOCS, including press releases, press statements, public notices and other regulatory related documents, and must be prepared to move quickly in the event of an urgent matter. This EDOCS management involves high-level review of the postings to mitigate the risk of errors.

At the direction of the Director/Deputy Director, the Public Affairs Specialist is responsible for making changes to the FCC website, including creating the titles for documents to appear on the website, and accurately ordering the appearance of posting when multiple documents are involved. Creation of event pages and/or other small postings also may be required in support of the webmaster.  The Public Affairs Specialist serves as an OMR liaison with other bureaus/offices, and Chairman and Commissioners' staff on matters pertaining to EDOCS, website postings, fielding of press inquiries that come into the OMR general email and voicemail inboxes and getting them to the office’s news media specialists with an high level understanding of press deadlines and policy areas, and other duties as assigned. The Specialist will provide specific guidance and assistance to bureaus/offices in the preparation for release of final informational and legal material, and work directly with subject matter specialists in developing EDOCS entries, creating web titles, descriptions, and summaries of documents to be posted. This position requires close coordination with the Office of the Secretary.

The Public Affairs Specialist participates in ongoing development of internal FCC communications tools, including making the best use of displaying information on the website. Advises Director/Deputy Director on actions that could improve effectiveness of operations. Responds promptly to requests for document postings, and follows instructions and offers advice on preparation of materials for inclusion in the Daily Digest and posting to the FCC website.  When necessary, edits Daily Digest to conform to OMR style and content requirements.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.  

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. 

Specialized Experience

GS-12

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as follows:

1. Experience using electronic document publishing systems (such as EDOCS) for the purposes of publishing internal communications/documents.
2. Experience writing and publishing organization-wide electronic communications.
3. Experience fielding press inquiries and responding to public affairs related inquiries.
4. Experience performing frequently sweeps of news articles and flagging information which impacts the public's perception of an organization or company.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Knowledge of written and oral communication methods, principles, techniques, and skill in applying this knowledge in coordinating media relations functions (i.e., internal and external conferences and meetings, events/activities).
  • Skill in proficient use of online tools related to database entry, such as EDOCS, and familiarity with various documents such as news releases, statements, public notices, orders, Notices of Proposed Rulemaking (NPRM), regulatory actions, and other regulatory documents.
  • Skill in researching, evaluating and analyzing a wide variety of news articles to be distributed to key FCC officials throughout the day that are relevant to the agency’s work and/or are breaking news reports impacting the Commission.
  • Skill in establishing and maintaining effective and cooperative working relationships.


PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

As this position is being advertised under DEU and Merit Promotion hiring procedures, applicants will be rated on the extent and quality of experience and education relevant to the duties of the position using the hiring procedures outlined below.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Qualified disabled veterans (30% disabled veterans and at least 10% disabled veterans) who meet the qualification criteria float to the top of the Highly Qualified category and by law must be referred over non-veterans. Non-veterans are strictly prohibited from being referred or selected over qualified disabled veterans.

Merit Promotion Procedures

Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement. Time in grade restrictions apply.

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
