Duties

1. Evaluates and implements Army/NGB/State level logistics and property accountability policies within the BDE. Advises the command in the area of logistics and property accountability procedures within subordinate operations. Oversees and reviews unit level feeder reports. Prepares the logistics and equipment readiness areas of the organizational readiness report. Keeps abreast and ensures the implementation of new policy statements, regulations and directives issued by higher headquarters concerning logistics and property accountability activities. Provides guidance and assistance to ensure command programs have been implemented and evaluates their effectiveness in subordinate elements. Maintains actions and procedures for the immediate and subordinate organizations in preparation for the transfer of all or part of accountable property for deployment to include pre-mobilization and post-mobilization.

2. Serves as a unit commander's full-time representative responsible for day-to-day unit level supply and maintenance activities to mitigate extended absences and/or vacancies within subordinate units. During this periods, responsible for logistics operations of the organization in the areas of inventory management, storage management, equipment coordination and supply management as well as the management of food service, transportation and CIF requirements. Responsible for the various categories of property. Maintains property book accountability utilizing an automated system and/or related computer programs to account for property. Establishes sub hand receipt files and maintains accountability by the use of sub hand receipt, component listings and shortage annex. Assures that all authorized nonexpendable property is on hand or has been requisitioned to assist in maintaining the highest level of readiness for the organization. Executes the transfer of equipment assets to enhance mobilization readiness. Manages the shortages of authorized non-expendable equipment to include the associated COEI, BII and AAL. Incumbent is responsible for the requisition and formal accounting of ammunition for the purpose of force protection or ceremonial activities per applicable regulation. Maintains accounting records and makes recommendations to the Unit Commander for the expenditure of allocated funds for expendable, durable, and non-expendable supplies.

3. Ensures BDE and below compliance with the command supply discipline program (CSDP), command maintenance discipline program, and other directed command inspection programs. Assists in the preparation for and executes additional command level inspections in the area of logistics and maintenance. Schedules and directs the conduct of periodic inspections, inventories and change of hand receipt accounts to assure supplies equipment is are serviceable, properly stored, maintained and accounted for as required by competent authority. Advises the commander of equipment on hand and equipment readiness issues. Recommends priority of maintenance support to unit equipment. Makes decisions based on the commander's guidance and intent in the area of property assignments. Ensures implementation of procedures guidance and directives associated with change of command and/or primary hand receipt holder inventories. Reviews inventories, reports of survey, and adjustment documents for accuracy and regulatory compliance. Coordinates, reviews, and makes recommendations on investigations of incidents involving property loss or damage.
Coordinates with the USPFO, state level Joint Force Headquarters (JFHQ) and subordinate units of the organization on the lateral transfer and/or turn in of excess property. Reviews expendable and durable property backorder reconciliations. Conducts a quarterly backorder reconciliation of nonexpendable and expendable property requisitions.

4. Establishes quality control procedures. Ensures documents are accurate and properly input into the automated system. Establishes administrative procedures and oversees the flow of documents and reports through the Brigade to the Property Book Office to assure complete, accurate, and timely submission of data. Reviews and analyzes listings and reports produced by the automated system, resolves problems on error listings, and provides guidance to personnel assigned to the subordinate organizations. Performs continuing analysis of the property accounting and equipment status reporting system to assure data provided is complete, accurate and timely.

5. Mentors new Supply SGTs with the BDE. Provides technical guidance and assistance to all organizational logistic personnel individuals pertaining to the accountability of all property assigned to the organization. Contributions to the formulation of training plans for CO level Supply SGTs. May make recommendations to recognize outstanding contributions and performance.

Qualifications

*This is an indefinite position, tenure 3, with a time limit determined by the needs of the agency. Any permanent military technician who is selected for this position will become tenure 3. The selectee will receive the same benefits and entitlements as the tenure 1 employee, but will be considered tenure 3 for purposes of reduction in force. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition*

AREA OF CONSIDERATION: Nationwide - Open to all US Citizens

GENERAL EXPERIENCE:Must have experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 24 months experience, education, or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities). Experience integrating actions of a variety of specialized support activities in order to meet program goals. Experience interpreting and applying regulations, laws or practices. Experience planning and organizing work assignments.

Experience with Department of Army or National Guard supply level activities is preferred.

Secret Security clearance required.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
