Summary

This position is located in the Office of Justice Programs, Bureau of Justice Statistics (BJS). The incumbent serves as a staff analyst and is responsible for supporting and facilitating accomplishment of the bureau's major programs, projects, and activities. The duties of the position involve a combination of planning, analytical, and evaluative functions designed to measure, report, improve, and enhance the effectiveness, efficiency, and productivity of BJS.

Duties

Plans, conducts, or leads the development and implementation of both quantitative and qualitative research activities to assess the effectiveness and efficiency of BJS's programs, projects, operations, and activities.

Coordinates with program and administrative staff (e.g., personnel, budget, accounting, audit, contracting, facilities, information resources management), both within and external to BJS, as needed to ensure that operational studies or reviews are comprehensive and useful.

Writes, prepares, and contributes to any of a wide variety of general publishable documents including high priority correspondence (e.g., replies to Congressional and White House inquiries), statistical reports, analyses, responses to the public or stakeholders, and performance evaluation reports.

Plans and conducts management studies and reviews to improve and enhance the effectiveness, efficiency, and productivity of the Bureau's internal management operations.

Reviews the organizational structure, BJS Statistical Business Process Model, BJS Workforce Development Model, strategic plans and budget formulation materials to ensure that work is organized and distributed optimally to achieve effectiveness, efficiency, and economy of operations, while helping management provide satisfying, career enhancing positions by advising on the distribution and arrangement of work among positions and the most effective staffing levels and mix of skills, consistent with the mission, goals, and funding priorities of BJS.

Qualifications

MINIMUM QUALIFICATIONS

Grade12:


Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: implementing management improvements in administrative areas; developing statistical and narrative data to predict workload; evaluating program operations and developing proposals to restructure program areas.

Grade 13:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: developing and implementing program performance measures; conducting analyses of management systems for efficiency; developing major organizational proposals involving analysis of workload; developing solutions to productivity problems and issues; developing programs and procedures to improve work methods.

TECHNICAL QUALIFICATIONS: Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following Technical Qualifications.

-- Ability to plan, establish, and direct an administrative control systems program.
-- Ability to analyze current or projected operating programs.
