The focus of this position is to optimize effectiveness of patient care delivery and systems management in support of the VHA mission and goals. As the CHIO the incumbent is part of a VA team that is actively involved with supporting the goal of ensuring a workable informatics functional structure for the facility and leads the facility both practically and vocally in establishing an informatics structure for the Facility. The CHIO will participate in VISN and VA Central Office activities to ensure that informatics is established as a professional domain in VHA, and that best practices are identified or developed and made available throughout the VHA health care community.

The aim of clinical informatics is to improve health care delivery processes and outcomes through effective use of information and knowledge. The person assigned as Chief Health Informatics Officer (CHIO) will use their knowledge of patient care combined with their understanding of the application of technology and informatics concepts to: assess information/knowledge needs of the health care professionals and patients; characterize, evaluate and refine clinical processes; participate in the procurement, implementation, management, evaluation and continuous improvement of clinical information systems; and optimize clinical workflow. The CHIO serves as the primary advisor to Facility Director, Chief of Staff, Associate Director of Patient Care Services, and other key leadership officials. Of importance the CHIO will be the lead in understanding and directing the proposed deployment of the VA EHRM modernization proposed for the Hines Facility. Specific Responsibilities of this position include technology and informatics, supervision, collaboration, policy development and implementation, education and other duties, but are not limited to:

  • Provide analysis and evaluation of commercial technologies enhancing care delivery, electronic medical record initiatives, as well as telehealth initiatives.
  • Evaluate clinical informatics systems; analyze and evaluate the effect of interventions on health outcomes.
  • Expand and enhance patient access to patient information through the various initiatives, and further the effective and efficient use of medical information systems for patients.
  • Collaborate for procurement process to facilitate the technical portion of any software/hardware purchase that incorporates clinical information systems.
  • Maintain a high-end working knowledge of the electronic health record and the ability to understand a wide range of clinical needs in all divisions.
  • The position has administrative and technical supervision over the Facility Health Informatics Specialists (CAC) and the Telehealth Program Manager and will serve as the Clinical Lead for implementation of electronic health record education across the facility.
  • In conjunction with the VISN CHIO, the incumbent works to identify and achieve long range work plans and oversees the planning, coordination, training, implementation and evaluation of the electronic health record.
  • Work collaboratively with Headquarters and staff from other Networks nationwide to develop and implement informatics-related policies, both local and national.
  • Coordinate the collaboration of informatics with quality assurance, clinical cost analysis, equipment procurements, biomedical and OI&T activities for the facility. Participate as a liaison between facilities and committees, clinical service lines/departments.
  • Ensure that all local and national informatics policies are implemented properly and in a timely manner. Develop, integrate, and coordinate operation of these programs and responsibilities facility wide.
  • Maintain high end working knowledge of the electronic record and the ability to understand a wide range of clinical needs and ensure employee awareness.

BASIC REQUIREMENTS
a. Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
b. Education
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).

Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.

NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. § 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
Must meet the GS-14 as well as the requirements for the GS-15. The KSAs shown below apply to all assignments at this grade level, and the specific KSA designated by an asterisk (*) applies to assignment 2 and 3. (VA Handbook 5005)
1. Skill in persuading others and gaining cooperation to accomplish goals.
2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
4. Skill in managing multiple and diverse people or programs.
5. Skill in utilizing available resources to support the mission and goals of the organization.
*6. Ability to plan, organize and direct the functions of the pharmacy staff.

Experience. In addition to the GS-14 requirements, must have 1 year of experience equivalent to the next lower grade level.

Preferred Experience:

  • An understanding of the principles and experience with integration of clinical and informatics change management is desirable.
  • A minimum of 2 years' experience in the field of informatics
  • An understanding of the health care environment, including how business processes influence health care delivery and the flow of data among the major domains of the health care system.
  • An understanding of how information systems and processes enhance or compromise the decision making and actions of health care team members.
  • An understanding of the fundamental information system concepts, including the life cycle of information systems, the constantly evolving capabilities of information technology and health care, and the technical and non-technical issues surrounding system implementation.
  • An understanding of how clinical information systems impact users and patients, how to support users and how to promote clinical adoption of systems.
  • Leading organizational change, fostering collaboration, communicating effectively and managing large scale projects related to clinical information systems.
  • The CHIO will possess excellent interpersonal skills and must be able to present data with effective communication and presentation skills.
  • Ability to develop flexible, transferable models for pathways of care, must be a systems thinker with strong organizational skills and experience in matrix management.
