Summary

This position is part of the Organization of the Joint Chiefs of Staff. Serves as a critical member of the joint engineering community and contributes significantly toward the successful long-term development of joint engineering requirements and capabilities. The incumbent provides advice to the JS Director for Logistics and the Department of Defense (DOD) Engineer Capability Area Manager on critical policies; strategic capability issues; and resourcing issues and decisions.

Duties

Help

As a PROGRAM ANALYST (MILITARY ENGINEER) at the GS-0343-14 some of your typical work assignments may include:

  • Conducts major projects for the Division that focus on the development and employment of joint engineer capabilities using the Capability Based Planning process and Joint Capabilities Integration and Development System (JCIDS).
  • Reviews and evaluates the input of the joint engineering team or personally performs analysis of significant issues where few precedents are available, including the development of joint concepts and special studies.
  • Conducts extensive research, analyzes data, and recommends ways of improving operational effectiveness of internal programs and policies, including evaluating administrative operations
  • Monitors research projects based on new developments in engineering related to site development facilities or problems identified by from field activities or laboratories
  • Provides policy and program advice and direction to senior leaders and staff; creating and implementing military engineering functional doctrine, policy, force structure, training and other standards; and developing strategic policies necessary to achieve capabilities for successful joint and combined military operations.
  • Analyzes organizational performance facts and data to draw conclusions and provide recommendations

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Applies oral and written communication skills to the preparation and presentation of strategic and other plans, reports, charts/graphs, briefings and correspondence to effectively produce and defend studies and reports;
  • Utilizes and applies qualitative and/or quantitative methods sufficient to plan, assess, and improve the effectiveness of management and operational processes, functions, and systems;
  • Applies knowledge of all service military and department support organizations, as well as the engineering agencies;
  • Utilizes management, program and organizational principles and practices sufficient to provide management advisory services, as well as support to key agency personnel;
  • Conducts complex analysis and identify and propose solutions to problems that are often characterized by their breadth, importance, and critical nature, and for which previous reviews and routine management techniques are either unavailable or not directly applicable


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
