This position is located in the Export-Import Bank of the United States (EXIM), Office of Inspector General (OIG). EXIM is an independent executive agency and a wholly-owned government corporation. The Assistant Inspector General for Audits is responsible for assignments on matters of special concern to the Agency in the policy direction and coordination of audits and investigations related to its programs and operations. These assignments are usually broad-based, touching upon wide program areas or activities within the Agency. Reviews existing and proposed legislation and regulations relating to programs and operations of EXIM and makes recommendations in the semiannual reports required by Section 5(a) of the IG Act concerning the impact of such legislation or regulations on the economy and efficiency in the administration of programs and operations administered or financed by the Agency or the prevention and detection of fraud and abuse in such programs and operations. Responsible for ensuring that these policies, procedures, and regulations are consistent with the intent of laws, and are administratively sound, efficient, and economical in operation.
At the full performance level, duties include, but are not limited to:
Participates with and provides advice and assistance to the IG on all matters pertaining to management and administration of audits of EXIM, the accomplishment of the audit mission supporting EXIM and the practice of professional auditing in the public and private sectors
Develops a vision, goals, objectives, plans and priorities for the EXIM OIG audit function and identifies and implements methods and processes for achieving these goals
Represents the IG in a variety of forums including senior level meetings with EXIM staff, the Board of Directors, and other Government officials, professional and trade conferences and symposiums and working groups, committees and councils dealing with key aspects of the OIG mission
Maintains an audit, inspection, and evaluation program that balances numerous competing immediate and longer-term priorities for the analytical capabilities of the Office of Audits
Designs and implements an assignment quality program that includes: policies and procedures for performing audits, inspections, and evaluations; style guidance for resulting products; performance management including appropriate metrics; a focus on exceptional compliance with professional standards; and structured supervisory and technical review for all products
Plans, directs and supervises all phases of the EXIM audit, inspection, and evaluation program to ensure appropriate coverage is given to all EXIM programs and operations based upon their significance to the EXIM mission and vulnerability to waste, fraud and mismanagement
Serves as the EXIM OIG representative for matters involving audit, inspection, and evaluation activities between EXIM OIG and other Federal agencies having an interest in the auditing and financial reporting functions, including the GAO, OMB, Congressional committees and other Executive and Legislative organizations of the United States Government, as well as the private sector. Coordinates program activities with the Assistant Inspector General for Investigations (AIGI) in developing joint audit/investigative activities

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.
MTQ 1 - Expert knowledge of and demonstrated experience conducting performance auditing, attestation, and financial statement auditing principles, techniques, and practices needed to interpret and apply Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS) to promote economy and efficiency and detect and deter waste, fraud, abuse, and mismanagement in agency programs and operations.
MTQ 2 - Demonstrated experience leading the development and execution of an annual work plan. Experience must include: (1) taking a data-driven, risk-based approach to identifying program areas or issues where audit coverage is needed; (2) developing appropriate objectives, scope, and methodology; and (3) incorporating innovative procedures, where appropriate.
MTQ 3 - Demonstrated experience leading a team of audit professionals charged with executing complex audit engagements. Experience must include: (1) supervising a staff of subordinates and/or managing contractors performing audit engagements; (2) managing audit execution and reporting to ensure the timely completion of impactful, high-quality reports that drive positive change; and (3) experience briefing potentially sensitive audit findings to senior government officials and/or congressional stakeholders.

Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge.
