Help

As an Auditor (Performance) assigned to Office of Audits, Global and Strategic Audits Division or the Office of Audit, Millennium Challenge Corporation, Audits Division you will:

  • Analyze and evaluate narrative, financial, and statistical reports and program data using quantitative and qualitative research methods and techniques, such as questionnaires, interviews, and reviews of computer data to assess the effectiveness of programs or operations in meeting established goals and measure applying relevant criteria.
  • Communicate with Agency representatives/internal stakeholders to acquire and/or disseminate information.
  • Conduct high quality performance audits in compliance with Generally Accepted Government Auditing Standards (GAGAS) and professional audit standards and Inspector General audit policies and procedures.
  • Brief audit mangers and team leads on the progress of audits.
  • Prepare and maintain audit working papers including analytical summaries, in accordance with GAGAS.
  • Work with team members to establish relevant facts, determine if evidence collected is sufficient and appropriate to support findings, and link those findings to appropriate audit recommendations.
  • Assist senior staff in a full range of analytical steps, from planning and designing the audit through implementing the audit, to reporting results orally and in writing.
  • Participate in interviews with federal agency officials and program recipients to collect information and, present findings, conclusions, and recommendations.

Qualifications

Basic Requirements for Performance Auditors:
A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or

2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Individuals with degrees in international affairs, international development, regional or area studies, public policy or evaluation, journalism with an international focus, or security policy, or related degrees are strongly encouraged to apply.

In addition to the mandatory basic requirements/education requirements specified in this announcement, applicants must have specialized experience and/or directly related education in the increments shown below:

FS-06: Applicants must have 1 year of specialized experience at the FP-07 grade level or equivalent in the Federal service, or the equivalent to in the private sector, which includes: (1) participating in the planning, preparation, and execution of performance audits in accordance with Generally Accepted Government Auditing Standards (GAGAS); (2) applying a variety of audit techniques to conduct performance audit operations; and (3) participating in the analysis and reviews of information to develop audit recommendations of findings.

FS-05: Applicants must have one 1 year of specialized experience at the FP- 06 grade level or equivalent in the Federal service or the equivalent to in the private sector, which includes: (1) participating in the planning, preparation, and execution of performance audits in accordance with GAGAS; (2) planning and developing and/or modifying techniques and methods, conducting analysis, and interpreting the results for audit reviews; and (3) developing specific and unique audit/review plans to correspond to operating programs and/or control systems with generalized and/or nonspecific guidelines.

FS-04: Appliants must have 1 year of specialized experience at the FP- 05 grade level or equivalent in the Federal service or the equivalent to in the private sector, which includes: (1) planning, preparing, and executing complex performance audits in accordance with GAGAS; (2) interpreting complex policies and regulations in support of audit reviews; and (3) developing methods and procedures to resolve problem areas identified during audit operations.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Foreign Service career candidates will be considered for tenure by a Tenure Board after they have acquired at least 3 years in the agency, of which a minimum of two years' overseas experience in the Service. Each career candidate is afforded two opportunities to receive tenure based on the Board's review of the employee's written performance evaluations which are prepared by a supervisor at least once a year. A career candidate who fails to perform satisfactorily may be separated at any time during their probationary period. Any employee who remains untenured after two reviews will be separated from the Agency at the end of the five-year probationary appointment. The appointment status of a career candidate who receives tenure will be changed from probationary to career.
