Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TITLE 32 IT SPECIALIST (NETWORK) (MI RTI), Position Description Number D0262000 and is part of the MI FCTC, National Guard.

Area 1 - Open to current, permanent technicians of the Michigan National Guard.
Area 2 - Open to current members of the Michigan National Guard.

This position is located in an information management organization. The purpose of this position is to function as a technical specialist on issues relating to the wide area network (WAN) and local area network (LAN) systems and their integration in the network. The work involves network administration, optimization and performance in support of the supports the state's wide area command and control integrated network.
1. Performs a variety of network device configuration and connectivity tasks.
2. Executes procedures and coordinates corrective action to optimize network performance.
3. Implements the standard configuration software loads for all network devices.
4. Uses remote management software tools to maintain and update configuration, protocol and user/system files.
5. Documents and tracks change to configuration, protocol and user/system files.
6. Executes appropriate action to ensure backup processes are completed.
7. Evaluates the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems.
8. Coordinates the development and implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies.
9. Implements plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods.
10.Monitors distribution of applications and upgrades ensuring compliance with regulations and copyright laws.
11. Implements procedures to ensure accurate records of authorized users of distributed software are maintained.
12. Implements the standard operating procedures for all devices on the network.
13. Reviews and evaluates proposed software.
14. Analyzes equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels.

This is an excepted service position that requires membership in a compatible military assignment in the Michigan National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: E1 - O4
GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
Education
Substitution of Education for Specialized Experience - a Ph.D. or equivalent, or 3 years of progressively higher-level graduate education leading to such a degree.
