Duties

Help

  • Serves as a primary support for the FCC Chair during work related travel, which includes but is not limited to engaging in the preparation of events/speaking engagements/meetings to advance the mission of the agency, supporting travel coordination, liaising with host organizations on behalf of  the Press Secretary.
  • Participates with and supports the Press Secretary on matters involving public issues and identifying and analyzing communication needs, concerns and attitudes of various publics as they relate to FCC programs, policies and activities. Performs internal and external information program assignments to meet the various Commission information needs.

  • Consults with and advises the Press Secretary on choice, timing and relative importance of information for dissemination to the Commission and the general public using knowledge of general and specialized media; and of important developments in community relations and media interaction. Works with Press Secretary in developing and implementing crisis communication plans.
  • Participates with and under the guidance of the Press Secretary develops and executes a comprehensive strategic communications plan that effectively communicates the FCC’s mission, vision, and goals to a specific set of assigned stakeholders; plan should include, but not be limited to, goals and objectives, situational analysis, key messages, target audiences, and planned communications events, programs, and activities and with the development all local and national media strategy and supports the Press Secretary with its execution.

  • Coordinates media coverage with community organizations for events participation; and provides assistance to staff on community relations programs, policy guidance and directives.

  • Reviews, proofreads, edits, revises and proofreads informational material (e.g., public notices, articles, news releases, informational bulletins and fact sheets) for currency, coordination and collaboration with initiating organizations for publication.

  • Responds to media queries, to include issues of a sensitive nature or that may be subject to misunderstanding if not properly explained, or that may draw adverse public attention. Prepares and reviews information material for dissemination to various publics for security, propriety and conformance to Office of Media Relations and FCC policy.

  • Participates with and under the guidance of the Press Secretary develops and executes a comprehensive strategic communications plan that effectively communicates the FCC’s mission, vision, and goals to a specific set of assigned stakeholders; plan should include, but not be limited to, goals and objectives, situational analysis, key messages, target audiences, and planned communications events, programs, and activities and with the development all local and national media strategy and supports the Press Secretary with its execution

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.  

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. 

Specialized Experience

GS-11

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-10 grade level in the Federal service.  Specialized experience is defined as follows:

1. Develops and manages communications strategies that convey Agency information to a wide variety of audiences including the news media and the general public.

2. Prepares and disseminates written information such as news releases, fact sheets, blog posts, and media planning documents that clearly and concisely explain the Agency's mission and activities.

3. Manages media interest in Agency program activities, and promotes Agency activities to targeted media outlets on a regular basis.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

-Knowledge of the principles, methods, practices and techniques of press outreach and engagement.          
-Skill in developing new information materials including news releases, fact sheets, etc.
-Ability to communicate orally and on-the-record with members of the news media.
-Ability to communicate in writing.

As this position is being advertised under DEU and Merit Promotion hiring procedures, applicants will be rated on the extent and quality of experience and education relevant to the duties of the position using the hiring procedures outlined below.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Qualified disabled veterans (30% disabled veterans and at least 10% disabled veterans) who meet the qualification criteria float to the top of the Highly Qualified category and by law must be referred over non-veterans. Non-veterans are strictly prohibited from being referred or selected over qualified disabled veterans.

Merit Promotion Procedures

Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement. Time in grade restrictions apply.

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
