Help

Serves as a senior Data Scientist for Division of Data Operations, in support of the Office of the Chief Data Officer, the DDO Director and respective colleagues. This position will create and oversee cloud-based pipelines that facilitate the building, training, and deployment of machine learning models. The incumbent is responsible for researching, assessing, evaluating, and realizing useful and valuable emerging technologies and techniques that can progress the analytic capabilities and offerings across OIG's Division of Data Operations. This position will enable data science work that requires the application of data mining techniques, model development, statistical analysis, predictive analytics, text analytics, machine learning, artificial intelligence and other emerging technologies, to support OIG's oversight of HHS programs through audits, evaluations, investigations and civil enforcement actions.

Provide Machine Learning operations (MLOps) and Data Engineering Leadership
Works closely with leadership to develop infrastructure tooling in the AWS-hosed integrated data platform (IDP) to enable reproducible and automated deployment of data models and data analyses. Develops standards and shared tooling for validating and monitoring data models.

Regularly collaborates with the data platform team to identify new opportunities and enhancements for the IDP. Regularly works with the data in the IDP and provides constructive, actionable feedback to the platform team in the form of well-groomed stories or epics. Mentors the platform team on how cloud infrastructure can best support a stable and repeatable MLOps pipeline.

Maintains expertise in developing scalable, reliable, cost-effective, and performant machine learning pipelines in a modern cloud architecture.

Build Organization Advanced Analytics Capacity
Supports OCDO in identifying internal training needs regarding available data science methods, assets, tools, and analytics approaches, and provides authoritative advice to enhance efficiency and productivity of OCDO staff through the application of machine learning best practices and techniques.

Works OCDO leadership and OIG component leadership and liaisons to create a plan to increase the advanced analytics, data science, and programming skills across the OIG analytics community. Identifies high-value 3rd party training resources towards this same goal. Promotes the use and understanding of advanced analytics across the organization. Produces white papers and other appropriate products that explore analytic topics of interest across the OIG.

Maintain and Expand Expertise
Keeps up to date with latest technology trends and data science methods through appropriate training, education, and research. Research emergent data analytics, knowledge management trends, and technology developments from government and industry, to develop recommendations for improvements to the Department's programs and OIG tools, techniques, practices and approaches. Continuously works to expand their own skills and knowledge at the frontiers of data science. Uses rigorous experimentation and rapid prototyping to develop new techniques and novel applications of trusted techniques to tough analytic problems. Establishes and maintains relationships with academic programs and other organizations dedicated to
advancing analytics and AI.

Support OCDO Analytic Initiatives
Leads or collaborates with appropriate staff in creating advanced analytic products, such as complex analyses and AI algorithms. Writes software to implement advanced algorithms as required in particular projects. Researches and develops statistical learning models for data analysis, advancing analytic methodologies, as well as collaborating with OIG customers and stakeholders to devise innovative analytic solutions. Reviews analytic results and methods produced by OIG analytics staff for applicability and correctness.

Works closely with the Director to optimize joint production, development and training efforts and project design. Ability to articulate and implement best practices for machine learning and AI with focus on automation, productization, reusability and modularity, across modern data tools. Responsible for identifying how to deliver an exceptional customer experience in the context of predictive analytics, prescriptive and descriptive analytics, and decision management driven and by informed OIG analytics.

Advise and represent OCDO
Provides expert guidance and advice to OCDO leadership on the most fruitful avenues of analytic inquiry and AI development. Assists OCDO leadership in crafting appropriate statements of work for analytics RFPs. Reviews contractor and vendor proposals to help CDO make the best choices in acquisition. Assists Data Operations in identifying and assessing software products to meet analytic needs. Represents OCDO in both internal and external presentations and meetings.

Performs other related duties as assigned.

Basic Requirements:

  • Applicants must have a degree at least at the baccalaureate level in mathematics, statistics, computer science, data science or a field directly related to the Data Scientist position; OR
  • Applicants must have a combination of education with courses equivalent to a major field of study (30 semester hours) as shown in A above AND experience related to the Data Scientist position.
Minimum Requirements GS-14: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience creating and training predictive models using common open-source machine learning frameworks, such as Keras, Tensorflow, or comparable;
  • Experience developing and implementing automated pipelines for training and deploying models; and
  • Experience working with managed machine learning cloud services, such as AWS SageMaker.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
