Summary

This position serves as the Director of VHA Risk Management located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Integrity and Compliance (OIC). They advise the Undersecretary for Health, Deputy Undersecretary for Health and the VHA Chief Integrity and Compliance Officer on risk management and on the implications of emerging risks and realized risks upon the VA and VHA's current strategy and potential future strategies.

Help

Major duties include, but are not limited to:

  • Setting team goals, selecting project leaders, assigning team members and administratively and technically directing the work of subordinates.
  • Planning, assigning, reviewing and accepting, amending or rejecting communication projects (verbal and written communication) done by teams and subordinates.
  • Assigning performance ratings, approving awards and taking performance-based corrective actions.
  • Making work assignments and setting completion dates.
  • Counseling employees and other supervisory duties.
  • Allocating resources to teams, directing budget, management analysis, staffing, supply, maintenance, payroll, or similar services, and directing administrative services and activities.
  • Identifying and integrating internal and external program issues affecting the immediate organization, such as those involving technical, financial, organizational, and administrative factors.
  • Integrating the work of a team or group where each member contributes a portion of the analysis, facts, information, proposed actions, or recommendations; and/or ensuring compatibility and consistency of interpretation, judgment, logic, and application of policy.
  • Developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency, and productivity of the program.
  • Assisting in the development and leadership of a risk management program that identifies, assesses, and monitors enterprise risks.
  • Identifies long-range issues and drives innovation and transformation in VHA risk management.
  • Leading and developing projects and executing all phases of the project management process.
  • Coordinating VA risk identification, assessment, and response planning.
  • Serves as the primary point of contact for organization-wide risk management education and training.
  • Serving as the primary point of contact for the VHA Internal Controls Assessment and Statement of Assurance and the communication with VA enterprise risk management stakeholders.
  • Presenting executive-level risk management presentations.
  • Generating a VHA Enterprise Risk Register and Risk Profile that prioritizes VHA risks and defines integrated response actions. Lead the coordination and integration of intra-VHA operational-to-strategic level concept.
  • Evaluating the content of new or modified legislation for projected impact upon the agency's programs or resources.
  • Conducting assessments on risk management topics and provide information and data to stakeholders.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Knowledge and experience in enterprise risk management.
    • Understanding of data analysis and environmental scanning; and scenario-based planning. Individually and as part of a team, possess the ability to effectively and efficiently lead, develop and execute all phases of the project management process: Initiating, Planning, Executing, Monitoring, Controlling, and Closing.
    • Expert knowledge of analytical and evaluative methods and a systematic understanding of directing administrative programs.
    • Mastery of progressive management and supervisory principles and practice to perform administrative duties.
    • Comprehensive knowledge of planning, programming, and budgeting regulations, guidelines and process, to prepare long and short-range planning guidance in accordance with program policies and objectives.
    • Ability to communicate orally and present analytical findings with high-level management officials.
    • Ability to identify, analyze, and develop findings, recommendations, and courses of actions to resolve a wide range of complex issues. Comprehensive knowledge of policy and planning issues affecting Veterans as well as the Federal Government, to collaboratively and flexibly to accomplish shared goals, task force and project team setting and support the technical and leadership development of the staff.
    • Experience composing clear, concise, and well-written issue papers, analyses, action plans, fact sheets, reports, letter, and other significant written communications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Nature, frequency, and intensity of physical activity: typical office-based work with opportunities to sit, stand, and walk regularly. There are not any special physical characteristics or special abilities or dexterity needed to perform the job tasks of this position.
