The Psychiatrist Program Manager (Clinical Science Leader) will supervise a team of research staff, including investigators, research assistants, and technicians, and research projects and also conduct research projects either as a principal investigator or research collaborator. Research projects may focus on: novel pharmacotherapies (e.g., esketamine, ketamine, MDMA), psychotherapies, transcranial magnetic stimulation, assessment procedures, mental health epidemiology, neuroimaging, biomarkers of mental health conditions, or other areas, depending on the candidate's interests.
The psychiatrist will also hold a part-time appointment through the Mental Health & Behavioral Medicine service of the Central Texas Veterans Health Care. The psychiatrist will undertake a spectrum of clinical duties that include but are not limited to, providing comprehensive psychiatric medical care to patients with a vast array of mental health diagnoses involving clinical evaluation, diagnostic determination and clarification, medication management and monitoring clinical response to treatment.
Supervisory Duties:
Functions as a senior leader of the VISN 17 Center of Excellence, providing direction in planning, implementing, and coordinating the scientific, analytical, and programmatic activities of the Center. Supervises all staff in the Clinical Science Core. Holds regular individual and group meetings with staff to effectively communicate expectations, provide clear directions, and respond to issues in a timely manner.
Conducts performance evaluations, oversees timekeeping, and ensures the proper training and credentialing of research staff. Ensures that all administrative requirements and responsibilities important for day-to-day operations of the Clinical Science Core are met.
Works with local and VISN-level administration to recruit new research investigators, support staff, and scientific collaborators, as needed, to achieve the needs of the Clinical Science Core. Trains new staff members and develops the talent and skills of existing staff.
Research Duties:
Designs, conducts, and manages an independent line of research related to the CoE's mission that results in publications in peer-reviewed journals and book chapters. Presents outcome data and research findings to VA stakeholders and at regional and national scientific meetings. Successfully applies for grants and/or other extramural funding.
Ensures that investigators have well-developed lines of research and provides mentorship and guidance to junior investigators and trainees in applying for grant-funding, planning studies, and publishing findings. Identifies external resources and opportunities for research staff to aid in their professional development and growth of their research programs.
Complies with all requirements regarding the proper collection, storage, analysis, and reporting of research data according to federal guidelines and IRB approval.
Clinical Duties:
Provides a full range of therapeutic interventions including diagnostic assessment, suicide risk assessments, crisis intervention, medication evaluation and management of patients' mental health needs, and overall care of patients with psychiatric disorders.
Practice evidence-based pharmacological interventions as deemed necessary for the treatment of mental illnesses with its goal of reducing psychiatric symptoms, improving interpersonal functioning and overall mental health.
Ensures practice of psychiatric medicine is consistent with TJC, CARF, HIPAA, VA policies and procedures, clinical practice guidelines, national statutes and regulations, medical record documentation, and mandatory continuing education.
Documents care in the electronic health record accurately and on time. Responds promptly to consult requests in accordance with established policy and procedures. Performs psychiatric evaluations for veteran population with a vast array of mental health problems including personality, emotional adjustment, or mental illness and may have psychosocial issues such as homelessness, unemployment, and poor family support network.
Able to work effectively and in a collegial manner within a multi-disciplinary team comprising of other mental health professionals.
Orders diagnostic tests, consultations, discriminates between normal and abnormal findings and makes appropriate treatment decisions.
Supervisory Control:
The psychiatrist reports to the Director of the VISN 17 Center of Excellence for Research on Returning War Veterans. His/her work is reviewed for adherence to the general fulfillment of the Medical Center and MHBM service objectives and policy. The incumbent consults with the supervisor and other members of the Waco MHBM team as necessary in developing knowledge and in applying agency policies and practices as needed.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed.
Licensure and Registration: Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are:
Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
Those approved by the American Osteopathic Association (AOA),OR
Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.

History of extra-mural grant funding totaling over $1 million.
>10 years experience utilizing evidence-based practices to address mental health conditions.
Author or co-author of >20 peer-reviewed publications.
>2 years history of conducting research on the Veteran population.
>4 years experience supervising junior researchers or clinicians.

Education

Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
