Summary

Location of position: This is VIRTUAL position.  Location is negotiable after selection.

GS-09 Duties:

In a developmental capacity, participates in financial planning, analysis, and administration activities Retrieves, analyzes, organizes, and distributes vendor and financial data to ensure complete, reliable and consistent financial information and standard reports are provided to executives, managers, and employees within GSA. Compiles and submits Accounts Receivable and/or Accounts Payable information to the USDA. Monitors and tracks expenditures and revenue against authorized levels. Prepares monthly fund status reports and other financial statements. Projects spending during the fiscal year based on current spending levels, historical levels, financial trends, and other known factors. Drafts guidelines and policies for preparation of regional and Central Office operating program budget plans Performs a detailed analysis and reconciliation of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions. Identifies areas and types of corrective action needed, corrects records or advises the appropriate customer contact of action that may need to be taken as well as processes a variety of financial transactions in the financial system. Reviews and analyzes CFO programs and financial management activities to determine recommendations for improving effectiveness of budgetary controls and procedures.

The GS-09 salary range starts at $54,727.00 per year. 

To qualify for the GS-09, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience providing support on an organization’s financial operations and must include the following: Using financial management techniques to analyze operations and make recommendations on improving financial management systems and activities. Performing analysis and reconciliation of operating and financial data for compliance with policies, completeness, and accuracy to area specific accounting transactions. Performing routine financial transactions and assisting with research associated with the accounts receivable and payable programs; and using automated tools and systems to analyze financial data and prepare routine reports. OR have a master's or equivalent level degree or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or JD. OR have a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of financial, budget and accounting principles and practices, as well as financial laws and regulations.
  • Knowledge of financial management, including decision-making, statistical analysis methods and financial reporting.
  • Ability to use information technology to accomplish routine tasks, including extracting budget and program data, and utilizing word-processing and spreadsheet and database applications.
  • Knowledge of current trends and developments in the field of financial management.
  • Ability to work independently on routine or continuing assignments.
  • Ability to communicate effectively both orally and in writing.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
