This position serves as the Executive Director of Operations (EDO) at the Defense Nuclear Facilities Safety Board (DNFSB). The EDO provides management advice to the Board and assists the Chair in the discharge of the Chair’s functions as CEO of DNFSB. Coordinates activities of staff and is responsible for the day-to-day operations of the Office of the Executive Director of operations and through subordinate supervisors, the Office of the General Manager and Office of the Technical Director.
Summary

Principal advisor and counsel to the Board on administrative and technical matters. Counsel includes advice on the difficult, delicate, and controversial issues related to planning initiatives or proposed revised programs, projects, and activities.
Report on operating problems; advise on alternatives; identifies risks and overall impact of alternatives on current or proposed technical programs; evaluate the general reaction to current or proposed programs; suggests management improvement techniques, methods, or procedures.
Provides executive leadership over, and exercises assigned authority for the planning, direction, and timely execution of DNFSB technical and administrative programs.
Leads oversight of strategic planning for the implementation of short- and long-term goals and objectives, while independently assessing the feasibility, balance, and support for these objectives.
Appraises alignments to determine organizational changes and delegations of authority. Leads, conducts or participates in complex management studies in order to optimize Agency efficiency.
Leads, oversees, conducts, or participates in complex management studies and reviews evaluating the DNFSB organizational structure, policy, processes, operations, fiscal control, and economy.
Responsible for the overall planning, organization, and formulation of policy and procedures for DNFSB operations.
Serves as a key spokesperson for DNFSB on major inter/intra Agency task forces or special project groups. Maintains relationships with officials and contractors at the Department of Energy (DOE), Nuclear Regulatory Commission, National Nuclear Security Administration, and other Federal agencies, state and local governments.
Incumbents of this position will be required to complete and maintain a background investigation with Security Clearance (T5/Q Access).
One-year probationary period required for initial SES appointment.

The Office of Personnel Management (OPM) has identified five executive core qualifications (ECQs).
