As a Supervisory Education Program Specialist, GS-1720-15, you will be responsible for:
• Provides overall direction to the Division, through subordinate branch chiefs, in setting work priorities and assigning and reviewing the work of the Division. Responsible for allocating staff and fiscal resources for division operations and activities. Works closely with other senior management in the office to carry out priorities of the department and to formulate budget justifications.
• Provides national leadership in the administration of state formula grants, pursuant to Title II of the Workforce Innovation and Opportunities Act (WIOA). Responsible for developing and implementing policy and programmatic guidance; directing monitoring and technical assistance; overseeing program development; developing and administering financial, accountability, and evaluation systems.
• Interprets and advises on national trends and research findings and their potential impact on adult education and family literacy programs, and considers how to strengthen, grow, and reimagine adult education and family literacy to meet the evolving and urgent needs of the diverse people and communities we serve.
• Works to strengthen relationships with the National Coalition for Literacy, National Association of State Directors of Adult Education, Coalition on Adult Basic Education, and other external organizations in the areas of accountability, research, and practice, including nonprofits, philanthropy, business and industry, and others.
• Serves as an equity leader in adult education and family literacy and in the practice of equal opportunity employment.

Conditions of Employment

  • TELEWORK ELIGIBILITY: If selected for a non-remote position, you may be eligible for occasional telework and you are required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and Participation must be requested and approved by the supervisor and there must be a signed telework agreement.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience administering education statutes, regulations, or policies specific to the Adult Education and Family Literacy Act (AEFLA) at the federal, state, or local level.
2. Experience leading or managing teams responsible for a broad programmatic scope of adult basic education and literacy program development and implementation.
3. Experience in organizational development and human resources to include hiring, training, supervising, or mentoring staff.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.    Skill in providing leadership and management to teams, including mentorship, talent development and project management.
2.    Knowledge of administration of Adult Education and Family Literacy Act (AEFLA) state grant programs at the federal, state or local level.
3.    Knowledge of the field of adult basic education and literacy, in applying research-based practices and identification of best practices and emerging trends in the field.
4.    Skill in forming and sustaining partnerships to facilitate collaboration with internal and external stakeholders.
5.    Skill in applying principles of diversity, equity, inclusion, and accessibility in workplace policies and practices and in the delivery of educational program services.

Education

Education cannot be substituted for experience for this position and grade level. 

Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

or

Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

or

Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

or

At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

Education completed in foreign colleges or universities may be used to meet education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

          1. Eligibility and Minimum Qualifications

          2. Rating and Ranking

If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. You will be evaluated based on how well you meet the qualifications and competencies listed in this vacancy announcement. Your qualifications will be evaluated based on your application materials, the responses on the application questionnaire, and the result of the Monster Competency Based Assessment(s) required for this position. You will be assessed on the following competencies.  

Supervisory: Oral Communications, Interpersonal Skills, Problem Solving, Decision Making, Customer Service, Leadership, Planning and Evaluating, Influencing/Negotiating, Strategic Thinking and Human Capital Management 

Based on the outcome of this evaluation candidates will be assigned a numerical score out of a possible 100 and be placed into one of three categories: Best Qualified, Well Qualified, or Qualified.  The three categories are defined below:

Best-Qualified Category – Applicants who have a score between 95 and 100.  Demonstrates better overall or key knowledge, skills, or abilities for a specific position.

Well-Qualified Category – Applicants who have a score between 85 and 94.99.  Possesses the KSAs which clearly exceed the minimum qualification requirements for the position but does not necessarily meet the definition of best qualified.

Qualified Category – Applicants who have a score between 70 and 84.99. Meets the minimum qualification standards for a specific position.

Veterans’ Preference: Veterans’ preference eligibles will be ranked ahead of qualified non-preference eligibles within each category for which they are qualified.
