Help

If selected for this position, you will join a well-respected team that is responsible for evaluations, inspections, and reviews of DOJ programs. As a Program Analyst (Inspector), you will perform the following duties, typically in a team environment as a team member, but occasionally you may be assigned as the sole analyst for specific products of limited scope. As an Inspector, you will actively participate in and assist teams that review DOJ programs and functional areas to assess compliance with applicable laws, regulations, policies, and procedures, or participate in sensitive and complex congressional or DOJ management inquiries referred for review. Team members plan, execute, and participate in all phases of a review, including:

  • Conducting research;

  • Interviewing employees, senior managers, and others involved with the program, activity, or function under review;

  • Collecting and analyzing relevant information from diverse data sources;

  • Evaluating internal and external policy, and applying qualitative and quantitative analysis techniques to assess programs and processes;

  • Communicating complex and/or controversial issues both in writing and verbally to management;

  • Creating recommendations to facilitate organizational or process changes;

  • Analyzing management responses to report findings and recommendations and preparing formal replies.

Responsibilities will increase and assignments will become more complex as your training and experience progresses.

Qualifications

To qualify for this position at the GS-09 and the GS-11 grade levels, you must meet the requirements obtained in either the Federal service or Private Sector as stated below.

Examples of Specialized experience for the GS-343-09 level include: developing review plans and guides; applying a wide range of analytical techniques to evaluate issues; interviewing individuals using structured questionnaires; identifying solutions to findings within a review, or inspection, or evaluation; writing segments of reports on a specific or narrow in scope issue; communicating report findings and recommendations to others; and using various databases, spreadsheets, graphs and charts to organize, analyze, and present information.

GS-11: You must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; OR have 1 year (52 weeks) of specialized experience equivalent to at least the GS-09 level, determining issues for further review and study, analyzing documentation, and composing summaries; OR a combination of education and experience as listed below.

Examples of specialized experience for the GS-343-11 level include: developing review plans and guides; applying a wide range of analytical techniques to evaluate issues; interviewing agency and non-agency persons using structured questionnaires; identifying solutions to inspection and evaluation findings; writing segments of reports on a specific or narrow in scope issue; communicating report findings and recommendations to people inside or outside the agency; and using various databases, spreadsheets, graphs and charts to organize, analyze, and present information.

PEACE CORPS REQUIREMENTS:

  • NCE for returned Peace Corps Volunteers: Required Peace Corps Volunteers (RPCVs) who are successfully completed their service are granted one year of noncompetitive eligibility for federal appointments under Executive Order 11103. Update: You may be eligible for This Interim Policy Statement (IPS) 1-21 Grant of Two Additional Years of Non-Competitive Eligibility (NCE) for Peace Corps Staff Positions to Volunteers and Peace Corps Response Volunteers Granted Close of Service (COS) Status from January 1, 2020 due to the COVID-19 Pandemic establishes Peace Corps policy regarding NCE at the agency for all Volunteers and Peace Corps Response Volunteers granted COS status from January 1, 2020 due to the COVID19 pandemic (for the purposes of this IPS, Volunteers). The Agency has decided, in accordance with its authority under the Peace Corps Act, to extend the period of NCE provided to such Volunteers for employment at the Peace Corps for an additional two years immediately beyond the one year of NCE status previously provided.

  • NCE for Peace Corps Employees: Peace Corps staff members are granted noncompetitive eligibility. Peace Corps staff members who have successfully completed 36 months of continuous service without a break in service of three days or more earn the status of noncompetitive eligibility (NCE) in applying for federal positions.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).

Education

At the GS-09 grade you can qualify if you possess a master's or equivalent degree or 2 years of progressively higher level graduate education leading to a master's degree or equivalent degree OR 2 full years of progressively higher level graduate education leading to such a degree.

At the GS-11 grade you can qualify if you successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree
