Duties

Help

This position is located at the United States Coast Guard Maritime Law Enforcement Academy in North Charleston, South Carolina. The purpose of the position is to research and analyze legal issues relative to facts, issues and applicable policy; obtains additional facts and information; develops recommended conclusions with justifications; and prepares responses for attorney's review and signature.

Typical work assignments include:

  • Performs research to identify factual and legal issues to uncover relevant information for use by the attorneys
  • Reviews current legislation, regulations, directives, and decisions of various courts and administrative bodies, bringing to the attention of attorneys changes pertinent to their assigned fields
  • Research state and federal statutes, administrative decisions, regulations, policy memorandums, legal periodicals, and any other source of information pertinent to an understanding or the resolution of legal issues or problems
  • Keeps abreast of expiring laws and proposed legislation and regulations for the purpose of advising attorney personnel of impending changes that would have an impact on any phase legal operations
  • Drafts a variety of documents, forms, and correspondence related to litigation, complaints, agreements, stipulations, motions, civil cover sheets, letters, judgments, and the basic types of pleadings utilizing form books and other reference material
  • Prepares written replies to inquiries from the public, other federal agencies, or private attorneys for information about matters where basic legal and program knowledge is required

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Applicants must have at least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of specialized experience include: Drafting final appeal decisions; compiling and evaluating statistical data; conducting legal research into various sources of the law, including agency directives, prior appeal decisions, federal regulations, statutory materials, and federal court opinions; assisting in the preparation of agency and company directives; writing legal opinions, decisions, and letters; and providing guidance in the area of agency policy, regulatory modification, and legal interpretation.

OR 

Master's or equivalent graduate degree

OR 2 full years of progressively higher-level graduate education leading to such a degree

OR

LL.B. or J.D., if related

OR

A combination of specialized experience and education.

  • Knowledge of legal techniques and skills necessary to analyze both issues of fact and issues of law in order to prepare digests of case decisions, evaluate the applicability of precedents and prepare legal briefs
  • Ability to communicate orally and in writing in order to present findings, prepare correspondence, documents, and forms related to legal related documentation
  • Basic knowledge of Freedom of Information Act (FOIA)/Privacy Act (PA) FOIA/PA to assist in the processing of routine FOIA requests. Familiarity with researching Federal and/or State court rules and procedures in order to prepare and electronically file legal documents.
