Help

As a Research Physical Scientist, you will perform the following duties:

  • Leads and oversees research studies and developmental projects designed to enhance observation-based understanding of hydrometeorological processes, events, and patterns, in support of NOAA Water Goals. Supports hydrologic model simulations and model experiments - both physically based and/or with machine learning techniques - with the goal of improving hydrological (e.g. stream flow, snow, soil moisture) forecasts in select watersheds. Assist in conducting hydrologic model-based sensitivity studies and/or modify existing hydrologic models to test scientific hypotheses or evaluate potential model improvements. Conducts theoretical and experimental research to understand the fundamental physical, chemical, and/or biological processes of the Earth System in its past, present, and future states. Independently analyzes complex observational, reanalysis and model-generated data sets to further understanding of regional hydrology, extreme events such as floods and drought, and evolving climate conditions. Inform, advise, and coordinate hydrologic observational science for team- and lab-based applications.
  • Scientific results are prepared for communication to the wider scientific community via publication or oral presentation. Research results are typically presented in technical reports; peer reviewed publication; seminars and invited talks; or official reports.
  • Engage in scientific community service (e.g. advisory panels, reviews of proposals and papers, journal editor and outreach). Engage in coordination of cross-discipline and cross-organizational teams to advance relevant science.


These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

The ZP-3 position requires a Low Risk Security Clearance.
The ZP-4 position requires a Moderate Risk Security Clearance.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

ZP-3 is equivalent to the GS-11.
ZP-4 is equivalent to the GS-13.

The full performance level of the position is ZP-4 or GS-14.

The position must be alike (e.g.: within the same geographic locations, same grade/band and requires the same qualifications and specialized experience as indicated in this vacancy announcement).

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. To qualify for the 1301 series:

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

To qualify at the ZP-3 or GS-11 level:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Assisting in research project to enhance understanding of model-simulated hydrometeorological processes, events, and patterns;
  • Preparing verbal summaries or written reports of scientific results; and
  • Assisting with conducting theoretical and experimental research in Earth science.

OR

SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above. Note: Only graduate-level education in excess of one year is qualifying for combination of education and experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE:
In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 level in the Federal service. Specialized experience MUST include all of the following:
  • Participating in an Earth science research project/program related to the understanding of hydrometeorological processes, events, and patterns;
  • Participating in coordinating science communications across diverse teams; and
  • Publishing research in peer-reviewed scientific journals and presenting findings before professional groups.

Education

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
