Summary

This position serves as the Director of the VHA Freedom of Information Act (FOIA) Program for the Veterans Health Administration (VHA) and is responsible for the management, implementation, and oversight of the VHA FOIA Program. The VHA FOIA Director is positioned in the Information Access and Privacy Office (IAP), Health Information Governance (HIG) division, within the Office of Health Informatics (OHI) in VHA Central Office.

Duties

Help

  • Interacts with and provides guidance to VHA customers using available communication resources to assist them in managing local privacy and FOIA programs.
  • Conducts training sessions and presentations on FOIA related matters.
  • Conducts presentations for appropriate VA and VHA personnel involved in FOIA related matters.
  • Employs the highest level of tact and diplomacy in working with stakeholders to ensure their understanding of VHA FOIA requirements and how they can achieve them.
  • Influences and persuades employees and managers to accept and implement findings and recommendations.
  • Assists and advises all levels of VHA staff on the resolution of VHA program problems/issues related to FOIA.
  • Serves as expert consultant on all VHA FOIA Program related issues.
  • Interacts closely with all VA/VHA operations to ensure the program is consistent with the overall VA/VHA mission.
  • Negotiates sensitive issues with VHA staff to effectively integrate the VHA FOIA Program processes.
  • Uses experience, discretion, judgment, and knowledge of the affected program areas when developing and revising existing policy and regulatory guidance.
  • Provides consultation and expert advice, and recommends resolution to FOIA implementation, litigation and compliance issues.
  • Resolves informal complaints and grievance from employees.
  • Handles conflict and problems in dealing with the customer constructively and appropriately.
  • Establishes guidelines and performance expectations for staff members.
  • Develops work improvement plans, recommending personnel actions as necessary.
  • Exercises final authority for the full range of personnel actions and organization design proposals recommended by subordinate employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS15 position you must have served 52 weeks at the GS14. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor: Selective Placement Factors (SPFs) are knowledge, skills, abilities, or special qualifications that are in addition to the minimum requirements in a qualification standard but are determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective factor are ineligible for further consideration. The SPF for this position is:

  • Experience processing Freedom of Information Act (FOIA) requests and submitting Initial Agency Decision Letters in response to FOIA requests.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience processing Freedom of Information Act (FOIA) requests and submitting Initial Agency Decision Letters in response to FOIA request and at least 2 years of Supervisory Experience managing staff to include issuing Performance Standards and Annual Performance Ratings.

You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
