Duties

Help

This role includes understanding applicable IT system requirements, assessing both privacy and security risks, and supporting GSA in mitigating those risks in existing operations and new, planned data collections and technologies.  The incumbent also utilizes expertise in project management. The incumbent will serve as technical and privacy experience to support the privacy program by performing technical analyses and customer outreach to ensure GSA products and services meet current privacy requirements.  As a recognized technical and privacy expert, the incumbent serves as an authoritative advisor and  agency expert in information privacy, facilitates project management of privacy-related activities, recommends mitigation strategies, and provides technical guidance in implementation.

Location of Position:  GSA, GSA IT.  This is full-time telework position.  Duty location will be determined upon selection.

  • Interprets higher authority policies and guidance pertinent to IT acquisition, management and implementation, and disposal as it relates to privacy and CUI management. 

  • Ensures the rigorous application of information/information assurance policies, principles, and practices in the delivery of planning and management services.
  • The incumbent also utilizes expertise in project management.
  • Tracks and manages a large number of privacy-, CUI- and data governance-related projects. 
  • Shares responsibility for all matters concerning information privacy procedures that assure compliance with the requirements of safeguarding personal and other sensitive data pursuant to the Privacy Act of 1974, Office of Management and Budget guidance, Federal Information Security Management Act (FISMA), E-Government Act, and GSA Privacy Policies and Guidelines.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve program effectiveness and/or complex management processes and projects.
  • Develops metrics, critical success factors and key indicators to monitor and assess results related to privacy initiatives.

The GS-14 base salary range starts at $111,521 (based on Step 1, outside of locality pay areas) to $176,300 (San Jose-San Francisco-Oakland, CA includes locality pay). Locality pay will be determined once the duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience in advising on the policy development, oversight and compliance, verification and validation activities related to an organization's privacy program as it relates to IT system requirements and privacy and security risks. Experience includes providing support to lessening privacy and security risks in existing operations, data collection and technologies.

  1. Knowledge of project management techniques, principles, methods and practices to lead IT Projects to manage programs in the area of Controlled Unclassified Information (CUI).
  2. Skill in IT theories, principles, concepts, standards, and practices sufficient to develop new IT security and privacy theories, concepts, principles, standards, and methods.
  3. Knowledge of policy and planning concepts and practices to develop long range privacy plans.  
  4. Skill in the application of privacy principles and methods such as Privacy Threshold Analysis/Privacy Impact Assessment and Systems of Record Notice (SORN) compliance requirements.
  5. Skill in analyzing and reviewing techniques to evaluate and review privacy programs. 
  6. Knowledge of policy and planning concepts and practices, project management methodologies, and advanced applications tools and technologies to develop long range privacy plans.  
  7. Ability to conduct advanced risk analysis to prepare long range privacy plans.
