As a GS-14 Program Manager for Strategic Programs and Initiatives, the individual serves as an authoritative source and provides advice to auditors, analysts, regional management, and headquarters leadership regarding major audits and analysis of programs and operations that fall within the purview of the Audit Division's Strategic Management Program and other strategic initiatives, which characteristically involve more than one regional audit office, encompass evaluation of areas which are difficult to assess, involve a number of concurrent audits, or require the development of new techniques or information. As a technical coordinator, maintains effective relationships with all levels of management, headquarters personnel, program specialists, other federal agencies, and non-profit organizations. Specific responsibilities include, but are not limited to:

  • Through the Audit Division's Strategic Management Program, leading efforts to routinely assess Department risk, share and manage information, and help prioritize Division efforts to ensure OIG resources are applied in the Department's most critical and impactful areas.
  • Providing advice regarding the development or adaptation of the Audit Division's Strategic Plans and related initiatives or programs for conducting audits and evaluations of the fiscal program and administrative activities for the Department to ensure they address the audit mission and provide a clear path for developing convincing findings and actionable recommendations.
  • Identifying areas where operational efficiency can be enhanced, and oversees the implementation of solutions, such as the introduction or refinement of automation, reorganization or operating sections and units, reassignment of personnel, and development of proposals to increase the organization's resources.
  • Reviewing audit reports to ensure findings are clear, convincing, and well-supported; and to ensure adequacy of coverage and adherence to established policies and guidelines. Recommending necessary action to correct deficiencies.
  • Assisting in the development of annual and long-range plans to ensure the implementation of a coordinated audit plan that provides constructive audit services to management. These audits usually embrace all levels of operations and management activities and require coordination at regional audit offices and federal agencies.
  • Reviewing, monitoring, and recommending change where necessary to implement plans to ensure completeness and comprehensive audit coverage.
  • Analyzing results of audits to identify actual or potential problem areas, trends, deficiency situations, imbalances, and other weaknesses for audit or analysis purposes. Identifying new areas for audit and submits tactical plan suggestions that support the OIG strategic plan as well as audit proposals that detail the benefit of committing resources to performing the work.
Responsibilities will increase and assignments will become more complex as your training and experience progresses.

Qualifications

In order to qualify for the GS-14 Program Manager grade level applicants must possess at least One year (52 weeks) of specialized experience at least equivalent to a GS-13 Program Manager position that has equipped you with the particular knowledge, skills, and abilities to perform the duties of the position successfully. Examples include expertise in developing strategies for implementing planning for audit programs, conducting evaluations to ensure goals are met, and providing technical guidance for various programs.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent)

Education
