AREAS OF CONSIDERATION: Primary consideration will be made from Areas 1, 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible). Area 1: Permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the 243 Air Traffic Control Squadron. Area 2: Permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard. Area 4: All current military members of the Wyoming Air National Guard. Area 6: Current and prior service active duty, reserve, or National Guard service members of one of the branches of the United States military (Air Force, Army, Navy, Marines, or Coast Guard) Must be willing/eligible to join the Wyoming Air National Guard, 243d Air Traffic Control Squadron as a military member prior to appointment to position.
This is a Standing Register advertisement and Certificate(s) of Qualified Eligibles will be issued upon unit's submission of an SF-52, Request for Personnel Action, to fill vacant position(s).
This position is located in the Wyoming Air National Guard (ANG), 153d Airlift Wing, 243d Air Traffic Control (ATC) Squadron. The primary purpose of this position is to provide tower, radar, and non-radar air traffic control (ATC) services to military and civilian aircraft operating under Instrument Flight Rules (IFR), Special Visual Flight Rules (SVFR), or Visual Flight Rules (VFR). Provides terminal ATC services to aircraft operating from primary and/or secondary airports within delegated airspace. Manages and directs controller actions and functions in Tower and Radar facilities as the primary watch supervisor and/or senior controller.
(1) Performs air traffic control duties in the control tower and radar facility. Directs movement of aircraft in flight and on the ground by utilizing pilot and controller reports, visual observation, and/or tower and radar facility radar displays, or a combination of methods and in close coordination with other controllers.
(2) Provides assistance to both experienced professional and inexperienced student pilots within the airspace and ensures expeditious traffic flows are maintained.
(3) Operates, trains, and provides preventative maintenance on a host of automated communications and display hardware and software systems that are integral and vital to the operation of the air traffic control facility.
(4) Provides direction to all controllers in the safe, orderly, and expeditious flow of air and ground aircraft and vehicle traffic.
(5) Conducts and directs aircraft mishap and hazardous air traffic systems reporting.

Submit vMPF rip, DVR, ERB, ERS, MBS, PDR, or DD214.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Relocation expenses will not be paid by the Government.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
CONDITIONS OF EMPLOYMENT:
Be facility-rated in all assigned facilities and maintain proficiency.
Meet and maintain on a continuing basis, the physical and mental qualification standards established by the USAF or ANG for Air Traffic Control duty.
Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
May be assigned additional ATC related duties.
Incumbent must exercise a high level of judgment and discretion, demonstrate verbal and written skills, and the ability to meet and deal with high-ranking military and civilian personnel.
Possess ability to make rapid and precise judgments in real-time work situations, be able to remain calm under conditions that are stressful, and to coordinate at times many different processes at once, while adjusting rapidly to changes in the traffic pattern and tempo of work activities.
Qualifications

MILITARY GRADE Min: E3 Max: E7

GENERAL EXPERIENCE:
Applicants must possess valid Air Traffic Control Specialist Certificate and/or Control Tower Operator Certificate and capable of becoming Radar/Tower certified to be dual rated.
Prior U.S. Air Force Air Traffic Control experience is preferred and will receive consideration before applicants without Air Force experience.
Applicants must meet medical standards.
SPECIALIZED EXPERIENCE: GS-9:
Must have at least 12 months experience equivalent to the GS-07, rated in an ATC facility and gaining experience in the trade, prior to appointment.
The GS-09 terminal controllers, under close supervision and guidance, assist controllers of higher grades in the performance of their duties.
Must have terminal controller experiences in issuing instructions to aircraft and vehicles on all parts of the airport.
Experiences in issuing taxi instructions and relaying departure clearances instructions to the terminal controller and to the pilot.
Initiated and issued air traffic control clearances, instructions, and advisories to ensure safe, orderly, and expeditious flow of air traffic under instrument and visual flight rules.
Operated and maintained vehicles, tactical/fixed base ATC equipment and navigational aids.
Applied air traffic control rules, procedures, and regulations.
Controlled airborne and ground traffic on and in the vicinity of the airport.
GS-11:
Must possess at least 12 months experience equivalent to at least GS-9 or GS-10, respectively (A GS-10 Is the first level of independent performance of all control functions in non-approach and non-radar approach control terminals.).
Be a graduate of a formal DoD/DOT basic air traffic control course and be able to obtain and maintain a facility-rating.
Experience initiating and issuing air traffic control clearances, instructions, and advisories to ensure safe, orderly, and expeditious flow of air traffic under instrument and visual flight rules.
Experience conducting ATC facility training; experienced in briefing shift personnel on runway utilization, airfield conditions and weather/ground activities.
Experience in preparing and updating flight following maps; performed some shift supervision duties in a tactical or fixed tower, radar, or AIC; experienced work as a tactical air control team (TACT) leader in a tactical terminal control system (TTCS) or have experiences on deployed teams to remote areas to secure LZs, HLZs, DZs and PZs; and experience maintaining current DoD and DOT/FAA publications, ATC facility logs, forms, records and situation maps.
EDUCATION AND EXPERIENCE REQUIREMENTS:
Air Traffic Controller duties and responsibilities. Dependent on career levels, applicant must have experiences, certifications, and capabilities in the following:
The ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective two-way radio communication; and must have the ability to write English in reports and presentation formats.
Air Traffic Control (ATC) Specialists must be capable of obtaining and maintaining, within upgrade training time thresholds, all position certifications and/or facility-ratings required to perform ATC duties in a specific air traffic control facility.
Must possess a valid Air Traffic Control Specialist Certificate (FAA Form 7220-1)/Control Tower Operator (CTO) or Appropriate Federal Credentialing certification and authorized to perform air traffic control duties in an ATC facility.
A GS-11 and higher Air Traffic Control Specialist is a graduate of a formal DoD/DOT basic air traffic control course and will obtain and maintain facility-ratings in dual ATC facilities (RFC/GCA/Radar Approach Control (RAPCON)/Control Tower). This level includes a variety of assignments and work situations in the terminals. A GS-11 is typically the first full performance level of control work in radar approach control terminals. Also included at this level are full performance level control positions in non-approach control and non-radar approach control terminals where the performance requirements are substantially higher than at the GS-10 level.
NOTE: General, Specialized Experience, and Education will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

1C1X1 ASVAB Requirements:
Must possess a minimum score of "55" on the General portions of the ASVAB.
Medical Profile PULHES must not be greater than 111111.
Must be able to lift 40 lbs. unassisted.
MAXIMUM ENTRY AGE
Any individual who has reached the mandatory separation age of 56 is not eligible for employment or reemployment as an ATC in accordance with 5 USC §3323(a).
REENTRY INTO A COVERED POSITION
(1) Individuals who are past the maximum entry age limit of 36 but who previously served in covered positions may be reinstated to a covered position only if they:
(a) Meet the applicable qualification requirements for the position.
(b) Have received ATC Specialist Certification according to Federal Aviation Administration (FAA) standards.
(c) Have been qualified and facility-certified in a DoD or FAA ATC facility.
(d) Will be able to complete a total of 20 years of covered service as an ATC by the last day of the month in which they become age 56.
MANDATORY SEPARATION
An ATC Specialist who is otherwise eligible for immediate retirement must be separated from federal service on the last day of the month the employee becomes age 56 unless the employee has not yet completed 20 years of service and a waiver has been granted. In that case, the employee will be separated on the last day of the month in which he or she completes 20 years of service. However, the employee must continue to meet the physical requirements of the position, and if the employee cannot meet those requirements, he or she will have to be removed from the position.
OTHER REQUIREMENTS:
Must have a valid state driver's license.
Must not have any disciplinary action (Article 15 or court-martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.
Applicants must successfully complete a medical physical and pass a drug test prior to appointment.
Education
High school or general equivalent degree is mandatory. An undergraduate academic specialization in a technical discipline with courses in administration and management is desirable. Must be a graduate of a formal DoD/Department of Transportation (DOT) Basic Air Traffic Control course.
