Duties

Help

The Deputy Assistant Inspector General for Audit (DAIGA) serves as a Senior Executive Service member on the Department of Justice (DOJ) Office of Inspector General (OIG) senior leadership team and reports directly to the Assistant Inspector General for Audit (AIGA). The DAIGA provides executive leadership direction for the full range of audit activities and supervision for over 200 auditors, program analysts, IT specialists, data scientists, and other personnel located in Washington, DC, San Francisco, Denver, Chicago, Atlanta, and Philadelphia.

In this capacity, the DAIGA:

  • Proposes and directs the performance of audits relating to Department-wide programs, functions, and operations. Devises techniques and directs the performance of audits to promote economy, efficiency, and effectiveness, and in the detection and prevention of fraud, waste, and abuse in programs and operations.
  • Reviews and approves reports to ensure that findings comply with Government Auditing Standards and are properly, clearly, and objectively reported; that appropriate recommendations are made; and that promised corrective action is completed timely.
  • Directs and manages the progress of audits of extreme sensitivity and complexity, ensuring that they have a timely and positive impact on areas of significant risk to the DOJ's mission.
  • Reviews existing and proposed legislation and regulations to determine impact on the economy and efficiency of OIG and DOJ programs and operations, and provides input on Department and Congressional inquiries.
  • Serves on high-level OIG, DOJ, and federal oversight community committees and helps coordinate initiatives and programs of mutual interest and to foster crosscutting audit activities.
The incumbent should possess superior interpersonal and communication skills to ensure effective leadership of Audit Division staff and sound management practices to oversee the administration and productivity of the Division.

Qualifications

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience indicative of senior executive-level management capability. Typically, experience of this nature will have been gained at or above the GS-14 or GS-15 grade level in the federal service or its equivalent in the private sector.

To meet the minimum qualification requirements for this position, applicants must demonstrate in resume and narrative statements possession of the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs) listed in this vacancy. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments, and results.

Applicants must submit written narratives to each MTQ and ECQ, and should limit narrative statements to one page per MTQ and two pages per ECQ. Applicants who upload the same narratives for each MTQ or ECQ, use "see resume" as a response, or whose narratives extend beyond the required paged limits, jeopardize their chances for further consideration. Failure to meet or fully address each MTQ will eliminate a candidate from further consideration.

Mandatory Technical Qualification(s)

  1. Demonstrated and substantial senior level experience in the formulation, management, and administration of diverse audit operations overseeing government programs, financial management activities, and procurement.
  2. Demonstrated record of accomplishment leading the administration of audit programs and quality assurance practices that ensure compliance with Government Auditing Standards and agency policy, in applying proficient skills in drafting, reviewing, and editing work products to ensure audit results are accurate, clearly stated, and result in improved government operations.
  3. Demonstrated senior level experience in a government oversight function effectively supervising subordinate managers and a diverse workforce conducting audits, programmatic reviews, evaluations, inspections, or other reviews of a large government organization's internal and external activities.

Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, and Technical Credibility.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. Competencies: Financial Management, Human Capital Management, and Technology Management.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

NOTE: ECQ narratives are required for all applicants unless any of the following conditions are met:
  • You are currently serving under a career Senior Executive Service (SES) appointment (Department of Defense DISESs and DISLs, and Intelligence Community SES are typically not OPM QRB certified and are therefore required to submit ECQs. If your SF-50 shows a code 3 on block 34, you must address the ECQs or provide proof of OPM certification),
  • You are eligible for career reinstatement into the SES, or
  • You have successfully completed an OPM approved SES Candidate Development Program.

Additional information

Veteran's Preference does not apply to the SES. SES members are excluded from premium pay provisions of 5 USC Chapter 55 Subchapter V, such as overtime pay, compensatory time off, Sunday premium pay, holiday premium pay, etc.

Relocation expenses may be reimbursed in accordance with agency policy. A one-year SES probationary period is required unless excepted by regulation.

Applicants will be evaluated on the quality and extent of total accomplishments, experience, and demonstrated executive-level qualifications. An SES Executive Resources Board (ERB) will rate and rank applications to determine the best qualified candidates. The ERB will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
