This position is located within the Office of Information & Library Sciences, Bureau of Transportation Statistics (BTS) a component of the Office of the Assistant Secretary for Research and Technology (OST-R) of the U.S. Department of Transportation (DOT). The incumbent is responsible for recommending and overseeing National Transportation Library (NTL) historical collection policies; acquiring, managing, and promoting materials pertinent to the history of the Department of Transportation.

Duties

Help

The Historian/Archivist:

  • Develops and articulates policies and strategic activities for the Archives & Special Collections, in alignment with the National Transportation Library, the Bureau of Transportation Statistics, OST-R, and the Department of Transportation.
  • Serves as the preservation officer for the NTL regarding all non-digital assets, including development and implementation of policies governing the organization, coordination, and expansion of the Archives & Special Collections’ preservations program. Takes primary responsibility for overseeing the general treatment of collection materials as well as a program of preventive care.
  • Conducts historical research regarding the history of transportation in general and the Department of Transportation in particular, producing papers and products for the NTL, BTS, modal administrations, and DOT leadership.
  • Represents the Archives & Special Collections in overall NTL collection development planning, including working with donors and prospective donors. Explores new areas for collection development and expands on existing collection strengths.
  • Evaluates the significance of archival material in its cultural and historical context to help create a plan of arrangement and description.
  • Disseminates information in coordination with the BTS Director of Public Affairs to provide publicity about special collections holdings and services, including development of the collections’ website.
  • Provides historical proofreading, fact checking, reviewing, editing, and historical expertise and perspective on papers, speeches, and articles produced by senior DOT leaders.
  • Promotes recognition and use of the Archives & Special Collections by coordinating publicity, offering a broad user education program that publicizes the collections both within DOT and nationally, including online exhibits, publications, presentations, instructional sessions, and other outreach activities.
  • Represents the Archives & Special Collections at professional conferences and meetings.

The ideal candidate will possess a professional understanding of modern archival theory, standards, and practices as they relate to a digital Library environment; the application and implementation of appraisal, acquisition, processing, descriptive cataloging (including the application of controlled vocabularies and ontologies), accessibility, and conservation/preservation best practices to digital, physical, and artifactual materials; and a fundamental grasp of the interface of departmental and office records management outcomes with archival holdings. The candidate will have a comprehensive grasp of historical research methodology and processes, recognition of the relative historical importance of informational assets in all formats, the ability to provide reference assistance by guiding and assisting others in their research projects, the capacity to develop and maintain clearly written guides and finding aids online using contemporary tools in accordance with national standards, and a knowledge of curatorial activities sufficient to mount timely and pertinent exhibitions, deliver programs, and promote them accordingly.

Qualifications

Please note: This is an interdisciplinary position, which means that the duties and responsibilities of the position relates to the 1420 (Archivist) and 0170 (Historian) fields. Because of the interdisciplinary nature of this position, a person with the education and experience in the 0180 and 0801 field may be considered equally well qualified to do the work.

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience assisting and maintaining an accurate inventory of archives using a variety of electronic record-keeping systems, including required documentation pertaining to the transfer of official government records and materials from previous donors.
  • Experience collecting, maintaining, and reporting information pertaining to the official records and archival collection.
  • Experience identifying historically significant materials and ensuring that appropriate materials are preserved and documented.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience establishing and maintaining an accurate inventory of archives using a variety of electronic record-keeping systems.  
  • Experience developing guidelines regarding formatting and data entry protocols to be consistently used in the archives’ collections management database. 
  • Experience formulating, maintaining, and implementing archives’ policies and procedures pertaining to acquisitions, accessioning, deaccessioning, collections management, and other collections accountability processes. 
  • Experience providing guidance on archival theory and practice through training sessions, written guidelines, or reviewed archival work products.

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience managing an archives program that established archives collection management policies and procedures, including managing budgets or advising on contracts for archives projects.
  • Experience establishing best practices for electronic records, such as preservation standards and procedures for data migration.
  • Experience planning, conducting, and providing advice on archival projects and/or studies.
  • Work experience specific to records management, processes, and trends, which may include copyright issues, born digital records, and professional standards for ensuring records preservation.

You cannot qualify on education at the GS-13 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Records Management & Organization - Knowledge of current trends and issues in archives and library special collections. Gathers, organizes, and maintains information and information management systems. Knowledge of techniques for curation, records storage, search, retrieval, and interoperability.
  2. Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry into a topic; including study design, collection, analysis, and interpretation of data; and the reporting of results.
  3. Written & Oral Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations.
  4. Education and Training - Knowledge of teaching, training, research, making presentations, lecturing, and other instructional methods.

Education

Historian Series, 0170

  1. Degree: history; or related field that included at least 18 semester hours in history.

    or

  2. Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education.

Evaluation of Graduate Experience:

Graduate study in the social sciences or humanities may also be credited when such study included training in historical research methodology; or the thesis approached the subject from an historical viewpoint and used professional historical research methodology and techniques in its preparation.

Archivist Series, 1420

  1. Bachelor's degree in archival science or bachelor's degree with a major that includes 18 semester hours in archival science, history and/or in political science or government, and 12 semester hours in one or any combination of the following: archival science, history, American civilization, economics, political science, public administration, or government.

    or

  2. Combination of education and experience - at least 30 semester hours that included courses as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience:

Professional experience must have been in archival science, or in a directly related field of work such as history that involved the collection, appraisal, analysis, or synthesis of information having historical or archival values. The following are illustrative of kinds of experience that may be accepted as meeting the professional experience requirements: (1) experience as an archivist in Federal, state, religious institution, business, or other archives, or in manuscript depositories, and (2) experience of an archival nature that involved research in archival science, or in a directly related field such as history, government, economics, political science, international relations, or international law.
