Duties

Help

This position provides program/administrative support for the Engineering and Management Division in the Facilities Engineering Department. This position reports to and takes direction by the Chief of Engineering Services and performs the full range of administrative, technical, financial and human resource duties in support of construction and facilities maintenance activities.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Responding to data calls from Shore Infrastructure Logistics Command (SILC) and Training Center (TRACEN) Petaluma Engineering Department managers
  • Determining pertinent issues and collects relevant information from a variety of sources.
  • Reviewing and analyzes incoming directives, assesses impact and establishes a course of action to insure office and command compliance.
  • Providing policy and procedural briefing and instructions at the appropriate level and/or coordinates such briefings to implement new or revised process and serves as primary interface for program tasking.
  • Researching and investigating facts involving administrative problems or other projects, gathers, assembles, and analyzes results of fact-finding, presents oral and written reports of compiled data, and provides recommendations for responding to actions.
  • Reviewing and responding to budget calls and explains schedules and data requirements to supervisors and managers.
  • Advising supervisor on the practical and technical aspects of the budget.
  • Coordinating the Facility Assessment program with Engineering Services and Public Works Divisions and prepares Facility Assessment Reports.

Qualifications

To Qualify for the GS-7, Applicants must have one year of specialized experience equivalent to at least the GS-05 grade level in the federal service.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Examples of specialized experience include:

  • applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature; 
  • using the theory and principles of management and organization; 
  • using qualitative and quantitative analytical techniques
      

OR at least one of the following if using education to qualify at this grade level:
 
One 1 full year of graduate level education

OR

Superior Academic Achievement (SAA). SAA is met through one of the following: Ranked in the upper one-third of your graduating class; OR earned a GPA of 3.0 or higher out of 4.0 as recorded on your official transcript, or based on courses completed during final 2 years of curriculum; OR earned a GPA of 3.5 or higher out of 4.0, based on the average of required courses completed in your major or required courses in your major completed during the final 2 years of curriculum; OR election to membership in a national scholastic honor society;

OR

A combination of specialized experience equivalent to the GS-05 level in or related to the work of this position AND some graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

To qualify for the GS-9, Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level in the federal service.

  • applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature;

  • conducting interviews with supervisors and employees to obtain information about organizational missions, functions and work procedures.

OR at least one of the following if using education to qualify at this grade level:

(A) a master's or equivalent graduate degree;

OR

(B) 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR

(C) A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
