Help

This position is with the Office of the Inspector General located in Herndon, Virginia. This office is responsible for managing, supervising, coordinating, and conducting investigations relating to DOI programs and operations. As an investigative analyst, you will be responsible for assisting with investigations of fraud, waste, abuse, and mismanagement in DOI programs and operations.

If selected for this position, you will join a team of analysts, investigators, and special agents and perform the following major duties:

  • Conduct investigative analysis in support of the initiation, development, and prosecution of criminal, civil, and administrative investigations.
  • Work closely with investigative teams on various projects and cases in a support capacity, accessing various databases and analyzing information.
  • Review investigative complaints, interview complainants, conduct research, and make recommendations on complaint disposition.
  • Prepare a variety of written reports in support of investigative activities.
  • Brief team members and managers on findings.
  • Provide administrative support to the Office of Investigations.
You will serve as a Investigative Analyst under the Pathways Recent Graduates Program within the Office of the Inspector General. The agency may non-competitively convert a Recent Graduate who is a U.S. Citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the OIG's one year developmental program and meets the OPM Qualification Standards for the targeted occupational series and grade level. There is no guarantee for conversion. If converted, the position may have a full-performance level of GS-13. The duration of the Recent Graduate appointment is a trial period. If the position is not converted, the position will be terminated.

Key Requirements:

  • OGE-450, Confidential Statement of Employment may be required.

Qualifications

Minimum Qualification for the GS-05 level:

Education: A four (4) year course of study leading to a bachelor's degree at an accredited college or university in any field of study
OR
Work Experience: Three years of general experience, one year of which was equivalent to at least the GS-04 grade level in the Federal government. Resume must fully demonstrate and support experience with ALL of the following:

  • Using various resources to conduct research AND
  • Assisting in preparing reports for a team or supervisor.
OR
Combination of Education and Experience: Have a combination of successfully completed post-high school education and experience

Minimum Qualification for the GS-07 level:
Education: 1 full year of graduate level education; OR a Bachelor's degree with superior academic achievement as defined by OPM
OR
Work Experience: One year (52 weeks) equivalent to the GS-05 level in the Federal service. Resume must fully demonstrate and support experience with ALL of the following:
  • Collecting and analyzing data;
  • Preparing reports for a team or supervisor; AND
  • Working with a team on a project.
OR
Combination of Education and Experience: If you possess some, but not all, of the education or specialized experience described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. The total percentage must equal at least 100% to qualify.

Minimum Qualification for the GS-09 level:
Education: A master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR a L.L.B. or J.D.
OR
Work Experience: One year (52 weeks) equivalent to the GS-07 level in the Federal service. Resume must fully demonstrate and support experience with ALL of the following:
  • Collecting and analyzing data to identify patterns or trends;
  • Reporting findings to a supervisor, both written and oral; AND
  • Working with a team on a research-oriented or investigative project.
OR
Combination of Education and Experience: If you possess some, but not all, of the education or specialized experience described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

GRADUATE APPLICANTS must meet all eligibility and qualification requirements by the closing date of the announcement, 01/04/2023. In addition, they must continue to meet these eligibility requirements throughout the duration of the appointment.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. The full performance level of this position is GS-13. Pathways Recent Graduates Requirements:

  • You must be a recent graduate who has completed, within the previous two years, an associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution such as an accredited technical or vocational school; a 2- or 4-year college or university; a graduate or professional school (e.g., law school, medical school); or a post-secondary home school curriculum. Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that is part of an accredited college-level, technical, trade, vocational, or business school curriculum.
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty; however, eligibility for these veterans cannot exceed 6 years from the date on which the degree or certificate was obtained. The date of release or discharge from active duty should be later than the date the degree or certificate was obtained.
  • Have 3.0 out of 4.0 final cumulative Grade Point Average (GPA).
