The U.S. Postal Service Office of Inspector General (OIG) is looking to add a seasoned creative and strategic communicator to its growing team. The ideal candidate will be experienced in public relations, agile, flexible, and able to juggle multiple deadlines while clearly communicating the OIG's work and mission across different channels to internal and external audiences. The Communications Analyst will play a critical role on the team responsible for media engagement, and assisting with communications and social media strategies. The Communications Analyst will report to the Director of Communications. Duties include writing, creating social media campaigns, designing and editing original content and messaging for our audiences, and actively supporting media relations. A team player, the Communications Analyst works collaboratively with the rest of the Communications Team.

The ideal candidate is passionate about crafting informative and thought-provoking messaging that will engage our target audiences. You should be comfortable working in a fast-paced environment with the ability to multi-task. You should be confident and skilled in responding to media inquiries. You should also be familiar with multiple communication channels and have curiosity to explore new ones. You should have experience in writing and editing, including turning complex information into easily understandable messages and engaging content for both staff and stakeholders. Experience in Adobe Creative Suite is a definite plus.

This position is part of the Communications Team, which falls under the Office of General Counsel, Communications, and Congressional (OGC-3). This highly visible team is responsible for all internal and external strategic communications for the organization.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-12 to a GS-13. The salary range for this position is $89,834.00 - $138,868.00. The salary figures include locality pay. Promotion potential to a GS-13 equivalent is at management's discretion.

  • Plan, develop, coordinate, write, edit, design, and disseminate both organizational and mass communications products to external and internal audiences via print, broadcast video, podcast, and digital media.
  • Develop and post approved content for internal and external communications channels, including the OIG blog, official social media sites, public website, intranet sites, and email updates.
  • Ensure content on the communications channels is accurate, current, and relevant.
  • Assist in coordinating and responding to media inquiries.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Ten years' professional experience working in public relations, marketing, or journalism, with a minimum of three years working for a federal or state government agency.
AND
  • Experience in supporting marketing, public relations, and/or communications activities within an organization of 500 or more employees.
AND
  • Advanced skills with Microsoft Office, including Teams and PowerPoint, Acrobat Professional, and SharePoint.
DESIRABLE QUALIFICATIONS
  • Bachelor's or Master's degree in communications or a related field.
  • Experience in creating strategic communications plans.
  • Strong communication (oral/written) skills and strong organization skills.
  • Experience using analytic tools to track impact and engagement.
  • Experience in media relations.
  • Experience planning, creating, and managing social media campaigns.
  • Excellent writing, editing and research abilities.
  • Ability to think outside the box while communicating or dealing with a variety of situations.
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Skilled in writing clear, concise and engaging communications.
  • Experience in managing multiple projects and working under tight deadlines.
  • Demonstrated ability to collect, evaluate, and interpret complex information, communications, and data.
  • Demonstrated proficiency with technology such as Microsoft Office, including PowerPoint, and SharePoint, and Adobe Acrobat Professional.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
