The salary range listed on this announcement reflects the GS base rate and does not include locality pay. Upon selection, the salary will be adjusted to include the locality adjustment for the specific location.

The incumbent of this position serves as the Deputy Director, Rehabilitation Research and Development Service (RR&D) and is responsible to the Chief Research and Development Officer (CRADO) through the Director, RR&D, for planning and conducting VA's program of rehabilitation research and development. Responsibilities include developing and directing implementation of program strategies, plans and priorities. In the absence of the Director serves as Acting Director. Duties include, but are not limited to:

  • Assisting RR&D Director in planning and conducting RR&D's program of rehabilitation research and development.
  • Analyzing needs, strategic plans, and goals of the RR&D Service in the context of VA, VHA, and ORD goals and initiatives.
  • Making recommendations to senior management for the RR&D with respect to new directions, initiatives, policies and procedures.
  • Participating in senior management policy decisions regarding RR&D strategic planning, priority-setting, staffing, budget.
  • Providing supervision and leadership to managers, researchers, and administrative staff based in VHA Headquarters.
  • Providing leadership to managers, researchers, and administrative staff based in field facilities across the nation.
  • Ensuring the integrity, effectiveness and efficiency of RR&D program operations and development activities.
  • Overseeing all RR&D Service operations and Portfolio and Program Management Activities.
  • Evaluating both immediate and long-range RR&D services goals; developing, implementing and adjusting plans as necessary to accomplish goals.
  • Directing the analysis, conduct and assessment of the Service's programs to ensure compliance with applicable regulations, consistent and accurate documentation and reporting, and to identify deficiencies or opportunities for improvement.
  • Ensuring fiduciary accountability for Service's funds, including overseeing the management of the Service's budget and project funding, ensuring that appropriate internal control systems are in place, and preparing budget recommendations in coordination with the RR&D Service Director and the CRADO.
  • Ensuring development of research agendas, requests for proposals (solicitations), and Service-directed programs in targeted areas.
  • Ensuring appropriate and unbiased peer review of all Service proposals and program activities, including review by external expert consultants and coordination with concerned stakeholders.
  • Representing RR&D in communications and/or meetings with senior management within and outside VA, non-government experts, and the public, serving as a liaison to other federal agencies and internal VA committees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and education as described below:

  • Basic Requirement: You must possess a bachelor's or graduate/higher level degree in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
  • Specialized Experience: In addition to the Basic Requirement above, you must also have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience which involved executing the theories, principles, and methodologies of medical research; analyzing, evaluating, providing expert advice, consultation, direction and guidance on complex issues in the areas of health science and rehabilitation research; carrying out the scientific peer review process and evaluation; portfolio management for medical research and rehabilitation research; strategic planning and budget planning of medical research projects; and managing and evaluating medical research projects.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
