Summary

This position is located in the National Institute of Food and Agriculture (NIFA) in the Division of Animal Systems. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you be responsible for providing technical expertise and support to the National Program Leader(s) throughout the complete program funding process.

Duties

Help
  • Participates in the development of Requests for Applications (RFA) by providing technical and administrative advice in the RFA development process.
  • Provides technical expertise in the development and implementation of the peer review process.
  • Develops improved processes for peer review and decision making for submitted proposals and assures diverse representation of expertise and background on panels.
  • Reviews proposals for appropriateness to program requirements and significance to the food and agricultural sciences and/or social sciences.
  • Provides technical advice to applicants and administrative officials on program processing requirements.
  • Participates in the monitoring of grantee performance. Develops systems through the use of databases to track and monitor the type of awards made through the program and keeps databases updated.
  • Performs special assignments such as serving on committees and task forces, answering program-oriented correspondence and preparing special reports.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
AND

In addition to the basic requirements above, all applicants must also meet the following minimum qualification requirements:

GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience performing professional, scientific, or technical tasks in a research education or extension project; performing scientific analysis; and technical writing in support of assigned projects.
OR
Degree: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree, if related. Related degrees may include plant pathology, animal science, food safety, food science, nutrition, positive youth development, agricultural economics, and environmental sciences.
OR
Combination of education and experience: A combination of graduate level education and experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will be evaluated for this job based on how well you meet the qualifications above.
