DUTIES:

  • Leads a team to facilitate and coordinate the development of Integrated Logistics Support (ILS) plans for major and complex systems that encompass new and emerging technologies or complicated fielding requirements:
  • Defines scope, interface requirements, policy issues and performance criteria, develops milestones; defines problems, develops recommendations for issues to be addressed in ILS plans.
  • Ensures coordination with all concerned functional elements.
  • Provides senior leadership background information, planning rationales, and alternatives.
  • Spearheads development and recommendations for new logistics support concepts.
  • Leads and implements contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
  • Responsible for directing enhancing logistics readiness/mobilization and support effectiveness.
  • Resolves complex logistics problems affecting numerous activities and units spread over large geographical areas.
  • Develops, initiates, and oversees the implementation of corrective actions and program enhancements.
  • Responsible for cradle to grave, intensive logistics management to support a complex payloads from concept through field deployment.
  • Performs the full range of planning, liaison, contract monitoring, equipment and organizational interface, control of other government elements supporting the effort, and logistics phases of field exercises and tests.
SKILLS:
  • At least five years of progressively complex life-cycle logistics management experience is required to perform the role of Supervisory Logistics Management Specialist at the NH-04 level.
  • Strong experience in a Special Access Program (SAP) logistics environment is preferred.
  • Deep technical knowledge in ICBM Weapon System and experience within the U.S. nuclear enterprise is highly desired.
  • Ability to understand and execute programs IAW with DoDI 5000.02, Operation of the Adaptive Acquisition Framework is valued.
  • Major Defense Acquisition Program developmental program experience is strongly desired.
  • A strong technical understanding of RS/RV hardware and its functionality, Arming and Fuzing Assemblies (AFAs), the ICBM Missile Guidance System (MGS), and propulsion subsystem is strongly preferred.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable logistics management principles, concepts, policies, and laws; logistics functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve logistics problems; and all aspects of life cycle integrated logistics support.
2. knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Component Official (i.e., the Director of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is "Grandfathered" under 10 U.S.C. 1736(e)(l), the following are statutorily mandated requirements (Reference 10 U.S.C. 1733 and 1737)

Employee must execute, as a condition of appointment, a written agreement to remain in Federal Service in this position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such agreement alter any other terms or condition of employment.

Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.
