As a Marketing Communications Program Manager you will serve as the national account manager/project manager for the National Marketing and Communication Division (NMCD) managing worldwide tactics and marketing communications for assigned accounts.
You will be responsible for the following duties:
Serves as a national account manager for the National Marketing and Communication Division (NMCD). In this capacity, performs a wide range of consulting, advisory, account management and project management for assigned national and/or worldwide publications.
Incumbent manages technical communications media projects that impact overall Federal Acquisition Service (FAS) and/or General Services Administration (GSA) marketing strategy.
Evaluates business line mission relative to budget level and develops a marketing plan that best utilizes available funds.
As the account manager for marketing communications media clients globally, incumbent develops and nurtures relationships to achieve a customized marketing publications/marketing strategy.
Organizes and implements targeted audience research to promote suggestions for improvement to issued publications and marketing media.
Serves as a technical specialist to Agency contracting officials in the solicitation, award and administration processes associated with nationwide publication contract(s), as well as those let for other marcom projects.
Acts as the ombudsman for all issues for assigned marketing projects.

Qualifications
Condition of Employment: May be required to participate in the Region's Continuity of Operations Plan (COOP), representing the Service and/or the Agency as a whole. Participates in COOP meetings and planning activities with other senior GSA staff. Carries out mission-critical work at a designated location other than the traditional GSA office site (which may be outside of the commuting area) to ensure Agency needs are still being met in the event of an emergency, disaster or otherwise unforeseen circumstance disrupting traditional office operations.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is experience performing an extensive range of strategic, consultative, and analytical work that facilitates wide-ranging marketing strategies and campaigns for a diverse group of customer journeys, products, and services. This experience must include:
Developing and executing federal or business-to-business (B2B) marketing and communication go-to-market strategies to meet strategic business, outreach, and engagement objectives.
Providing expert analytical and consultative approaches on digital and traditional marketing campaigns; marketing qualified leads; marketing automation platform uses and reporting.
Applying quantitative and qualitative methods to assess and improve marketing and program effectiveness for traditional and digital marketing engagement; campaign evaluations, and call-to-actions.

Knowledge and understanding of marketing communications as a business discipline. Knowledge of industry standards for effective marketing communications, including understanding of design, layout, positioning, target marketing, objective setting, strategy development and evaluation techniques.
Knowledge and understanding of the program, operations, objectives and policies and how functions are integrated into the mission to manage national accounts and media communications effectively.
Knowledge of analytical and evaluative methods to measure the effectiveness of the process and end-results, and determine changes needed to ensure compliance with agency rules and regulations and division policies.
Knowledge of the general supply management program and procedures to provide continuous liaison between the agency client business lines agencies, resolve complex problems, and prepare and present publications, brochures, flyers, newsletters or other marketing products to disseminate information.
Knowledge of professional budget analysis, methods and techniques to resolve problems with noncompliance to fiscal limitations established.
Knowledge of contracting principles, methods and regulations to provide technical support to agency contracting officers in pre-award and post-award conferences for contract(s), development of special marketing communications requirements, solicitation preparation, negotiations and contract administration.
Knowledge of organizational units and functions available through the agency and/or other Federal client agencies.
Ability to communicate effectively orally and in writing to promote the program to direct outside vendors working on day to day projects/products and to write, edit and evaluate graphic, narrative writing and/or other marketing communications data for the publications and policies affecting them.
Knowledge of customer service relationship management and project tracking tools for managing customer profiles and to extract data for strategic purposes and/or trend analysis.
