Summary

This position is located in the Office of Environmental Health at the District or one of its Field Offices. The primary function of the incumbent is to assist the engineering staff to perform technical duties related to the construction of water and waste facilities. Position may require infrequent travel. Works under the supervision of the District Engineer or Field Engineer, depending upon work location.

Help

This position is being re-advertised to solicit additional applications. Applicants who applied previously need not reapply unless submitting updated and/or missing information.

  • Surveying - Run levels associated with sewer line location design and construction. Prepares right-of-way locations and layouts in the field.
  • Drafting - Represents on paper the results of the surveying field work. Prepares occasional drawing for use as training visual aid.
  • Procurement - Assists the engineers in preparing requisitions for all types of materials, serves as legman for local purchasing requirements. Must understand technical details of materials needed in order to obtain correct item. Maintains vendor files for purchases using purchase orders and 44's.
  • Specification Writing - Prepares first draft of specifications for various engineering materials; steel water tanks, pipeline valves and fittings, gravel, etc.
  • Report Preparation - Assists the engineer in the preparation of various materials for reports and documents associated with the projects and with the conduct of the office. Prepares reports for engineer's review and signature.
  • Engineering Design - Performs basic calculations and computations associated with engineering design.
  • Contract Supervision - Represents engineer on various occasions inspecting contractor's work. Requires the ability to read and intrepret specifications.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS, GS-0802-05:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-04 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: assisting the engineering staff to perform technical duties related to the construction of water and waste facilities; run levels associated with sewer line location design and construction; represents on paper the results of the surveying field work; prepares occasional drawing for use as training visual aid; assists the engineers in preparing requisitions for all types of materials; prepares first draft of specifications for various engineering materials, steel water tanks, pipeline valves and fittings, gravel, etc.; assists the engineer in the preparation of various materials for reports and documents associated with the projects; performs basic calculations and computations associated with engineering design; represent as an engineer inspecting contractor's work.

OR

Successful completion of a full 4-year course of study leading to a bachelor's degree with either a major study in an appropriate field of engineering, construction or industrial technology; or that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. (Must submit copy of transcripts.)

OR

Possess a combination of graduate level education AND specialized experience that meets 100% of the qualification requirements for this position. (Note: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. Determine the total qualifying experience as a percentage of the year of specialized experience required at the GS-5 level. Then determine education as a percentage of the education that meets the requirements for GS-5. Add the two percentages. The total percentage must equal at least 100 percent to qualify for the GS-5. (Must submit copy of transcripts.)

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
