This position is located in the Department of Justice (DOJ) Office of the Inspector General (OIG), Audit Division, Office of Data Analytics. At the full performance level, the incumbent is a key player of the Office of Data Analytics (ODA) leadership team, aiding in setting strategic goals and objectives for IT investments in ODA. As such, the incumbent serves as a visionary leader for innovation and plays a key role in establishing ODA's technical vision while leading all aspects of technology development, according to its strategic direction and growth objectives.

The DOJ OIG is a statutorily created independent entity that works to prevent fraud, waste, abuse, and misconduct in DOJ programs and personnel, and to promote economy and efficiency in those programs. ODA is responsible for supporting the OIG's audits, evaluations, inspections, investigations, and special reviews of the personnel and programs of DOJ components. The goal of the Data Analytics program is to: (1) develop the OIG's capability to support various OIG projects; (2) develop models to identify indicators of fraud and other high-risk programs and/or transactions; and (3) represent the OIG in its interactions with DOJ components and the Council of Inspectors General for Integrity and Efficiency regarding data analytics activities, policies, standards, and programs.

  • The incumbent is directly responsible for the supervision and leadership of the ODA IT staff of engineers, system administrators, data management and applications developers performing work that includes designing, deploying, testing, maintaining, and administering the OIG's data analytics networks and services. The incumbent is responsible for day-to-day system operations include adding, moving, changing, and deleting network accounts, system administration responsibilities such as granting rights/permissions, creating user groups, maintaining network storage devices, and backup devices. Other system administration responsibilities include testing, updating, and upgrading software and operating systems and setting, and maintaining system security levels. The incumbent oversees the OIG's data analytics system architecture to include the design, build, deployment, and high-level operation of files servers, virtual servers, cloud-based servers, storage, and all associated backup devices.
  • The incumbent performs supervisory and managerial functions by providing first line supervisory duties and responsibilities over ODA IT staff by directing, coordinating, leading, counseling and evaluating performance. The incumbent provides advice and counsel to staff on job assignments and technical and administrative matters; approves or disapproves leave requests; ensures position descriptions are accurate, complete, and current; establishes and communicates performance expectations to staff; evaluates employee performance and assists with improving performance where needed; approves performance awards; addresses employee training and developmental needs; resolves employee complaints and grievances; administers authorized disciplinary action; and finds ways to eliminate or reduce significant barriers to production, improve business practices and promote team building. The incumbent oversees contract personnel hired to perform certain tasks for OIG operations, such as information technology, and ensures that all contract requirements are met satisfactorily. The incumbent is responsible for ensuring compliance with Occupational Safety and Health, Equal Employment Opportunity (EEO), and internal DOJ/OIG administrative principles, policies, and procedures when carrying out his/her responsibilities concerning all management decisions and course of action taken. This position reports to the Deputy Assistant Inspector General for Data Analytics (DAIGDA) and performs other duties as assigned.
  • The incumbent advises the DAIGDA on IT matters of management, policy, and review; establishes, maintains, implements, and oversees execution of the ODAS IT Strategic Plan; plans, communicates, implements, and manages the ODAS IT program functions, including the day-to-day operations.

Qualifications

Specialized Experience for GS-15:

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Applicants must have one (1) year of specialized experience at least equivalent to a GS-14 Information Technology Specialist position. Examples include experience with information technology associated with data analytics, to include data lake, data analytic and visualization tools, security and data management.

**Experience refers to paid and unpaid experience, including volunteer work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.**

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
