This position is located in the Center for Audit Excellence (CAE). CAE was established to offer training & technical assistance to organizations outside the GAO on a fee-reimbursement basis. As a Training Operations Manager you will be responsible for managing the Open-Enrollment training portal, working with federal and private clients to access training services, and support Center-wide training initiatives and offerings.

Help

As a Training Operations Manager, PT-0340-2 your typical work assignments may include the following:

  • Oversee a learning management system (LMS) including registration, administration, record keeping, and customer service.
  • Serve as Open-Enrollment subject matter expert, developing realistic and innovative solutions for improving the efficiency and effectiveness of the training program operations.
  • Manage all operations affiliated with the successful operation of the Open Enrollment registration system for registering employees for training classes.
  • Initiate programs to improve the effectiveness of training delivery.
  • Develop and oversee policies and procedures with in person training that include identifying administrative and clearance requirements; establishing protocols; determining logistical training arrangements and communicating information to GAO personnel and training participants.
  • Independently develop and maintain databases and related spreadsheets to track program activity and facilitate real time analysis and decision making on program performance and outcomes.
  • Gather, compile and interpret pertinent data using various data collection techniques to respond to audits and data calls.
  • Serve as the Contracting Officer's Representative (COR) for the contractor supporting the Open-Enrollment system.
  • Direct the efforts to support procurement activities which include conducting marketing research; preparing contracting materials; managing contract renewals; and contract negotiation.
  • Oversee contractor performance and deliverables which include evaluating monthly training charges; billing statements and remittances; resolving conflicts and discrepancies; providing contractor performance feedback to management.
  • Serves as lead point of contact for current and potential customers. Provide operational guidance to customers on how to navigate various systems, courses and requirements. In this role, conducts quality assurance and evaluations of customer experiences.
  • Collaborates with a variety of staff and management at all levels throughout GAO to communicate operational issues and direct necessary actions to improve the efficiency and effectiveness of training operations.
  • Assists customers and stakeholders with questions regarding the LMS functionality, LMS services and LMS operations.

Qualifications

Minimum Qualification Requirements: Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to GS-11, PT-I, PE-1, AC-III, or CS-I in the federal service, or comparable private/public sector.

Specialized experience is defined as experience analyzing and evaluating data to provide or improve training related services; overseeing the technical work of a contractor to ensure contract deliverables are met; conducting external outreach of training opportunities and coordinating with customers on accessing training services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
