Summary

This position is located in the Architect of the Capitol, Office of Inspector General (OIG). The OIG provides wide-ranging support on all phases of Inspector General (IG) oversight to combat fraud, waste and abuse and encourage efficiency and economy.  

The primary purpose of this position is to perform evaluations in accordance with the Council of the Inspectors General on Integrity and Efficiency (CIGIE), Quality Standards for Inspections and Evaluations (I&E).

Duties

Help

Work schedule may require some occasionally mandatory overtime on holidays AND weekends.

Inspections and Evaluations:

Supports development, planning, execution and coordination of inspections, evaluations and program reviews at government and contractor facilities; validates if deliverables are acceptable to design requirements; validates deliverables at a selected level as acceptable; compares qualification and acceptance test methods against contract and industry standards as appropriate for AOC use; validates functionality from a construction standpoint; and examines contract/government quality, practices and procedures.

Assists in the review and development of findings and recommendations to management, which may include rationale for project scope or objective modification.

Plans, coordinates and schedules conferences for briefings of requisite participants. With guidance, provides and documents comprehensive background briefings that may include relevant legislation, regulations and other information and materials.

Gathers, analyzes and interprets statistical data related to design, integration, testing and sustainment and performs reviews of government and contractor performed functions to verify the adequacy, effectiveness and compliance to the written statement of work and or contract(s) or other governing directives.

Drafts written reports to leadership in a clear, concise, timely and objective manner.

With guidance, builds and documents evaluation plans and files to ensure consistency. Supports design of data collection instruments to include evaluation questions to obtain, analyze and report data.

Quality Assurance Activities and Quality Reviews:

Works in collaboration with supervisor to draft and deliver technical evaluation advice to AOC management regarding program and operational assignments.

With guidance, consults with the OIG staff to avoid duplication of efforts. Collaborates with others to ensure efficient and effective internal operations.

Performs other related duties as assigned.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service.

Specialized experience for this position includes having at least 3 of 4 following (experience must be identified in resume):

1.) Building in-depth knowledge of the theories, concepts, principles and practices of inspections and evaluation research and planning to perform reviews that involve inter-relationships between programs, systems, policies and various issues.

2.) Knowledge and application of the Quality Standards for Inspections and Evaluations.

3.) Conducting inspections and evaluations on major programs and operations of a federal agency or non-government entity.

4.) Conducting analysis of programs, organizational operations and/or internal control systems resulting in recommendations and/or corrective actions.

Education

Qualifying on Education for the GS-09:

You may substitute education for experience for this position. Your education must consist of a master’s or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR a LL.B. or J.D. Must be related to the duties of the position.

OR

Combination of education and experience:  An equivalent combination of the specialized experience and the graduate-level education described above.

KSA 5: Problem Solving- Knowledge of defining problems, analyzing alternatives, conflict resolution and recommending solutions.
