Duties

Help

As a Financial Management Analyst, you will:

  • Assists in the financial management program for USMMA operations including budget formulation, budget execution and expense monitoring, funds control, travel management, and fiscal reporting.
  • As assigned, performs a wide range of administrative and analytical duties in the formulation, presentation, and execution of the USMMA's administrative and program.
  • As assigned drafts procedural instructions and policy guidance for use by USMMA planning and estimating funding needs, staffing, travel, and reporting on fiscal operations.
  • Assists in monitoring the execution (i.e., obligation and expenditure of funds) of the administrative portion of the Academy's approved operating budget to ensure that funds are properly allocated and are being obligated and spent in a timely and effective manner in support of authorized management objectives.
  • Assists with the review and approval of USMMA employee and Midshipmen travel authorizations and vouchers to ensure all travel is performed in compliance with USMMA and MARAD travel requirements.
  • Assists USMMA managers and USMMA partner agencies with the appropriate establishment, execution, and proper closeout of Inter- and Intra- agency agreements.

The ideal candidate will possess training and experience in conducting analysis supporting the formulation, justification, presentation and execution of a program budget consistent with government guidelines. The candidate will have experience and working knowledge of managing a program budget, including: tracking expenditures, monitoring costs and identifying and reconciling discrepancies. The ideal candidate will also have advanced competencies in writing and developing/ maintaining spreadsheets to support analysis aimed at efficient and effective use of budget resources.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience providing budget and financial advice for all financial management activities and experience processing financial transactions in accordance with applicable statutes, regulations, and policies.

To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience with independently performing intermediate assignments that require the knowledge of fundamental principles, concepts, techniques, and guidelines relative to budget and financial advice. The successful candidate will participate in complex studies and projects designed to develop broader expertise.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience with providing senior level advice relative to budget and financial advice and assisting with management decisions in assigned program areas. The successful candidate will apply a wide range of practices and diagnostic methods to address technical issues characterized by sensitive matters that contain several inter-related issues.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Program Knowledge: Skilled in analyzing, interpreting, and applying complex legislative policy, and regulatory decisions to budgetary plans, policies, and guidance, and to make adjustments to the budget.

Analytical: Skilled in gathering and analyzing basic facts and drawing conclusions.

Technical: Skilled in the use of financial management systems, analytical software such as spreadsheets.

Communication: Succesfully developing and carrying out written and oral strategies for communicating budgetary priorities, financial mangement requirements, and alternative courses of budgetary and administrative action to leadership to secure acceptance of desired agency objectives
