Summary

The primary purpose of this position is to Executes Component Cost Analysis (CCA) Program Taskings. As a member of a CCA team, observes and participates in a limited manner in cost analysis assignments by performing a variety of routine taskings associated with the preparation of system cost analyses. Assists the project team leader or division chief in gathering data and research.

Duties

Help

- Specific duties include extracting and organizing raw cost data under the supervision of an experienced analyst, and assisting other analysts in the collection, development, and implementation of cost-related information. Results will highlight trends, accomplishments, deficiencies, and other desired indicators.

- Provides support to senior analysts, Division Chief and Technical Director in development of cost data bases, parametric relationships, cost estimating software and documentation, and research reports. Assists the project team leader or division chief in the conduct of research of considerable scope and complexity for the development of analytical methods and techniques necessary for accurate cost estimates for future weapon and automated information systems and programs by performing support tasks or clearly delineated portions of assignments of limited scope and difficulty. Observes and participates at the same level in identifying analytical concepts, methods and techniques, e.g. regression analysis, sensitivity analysis, linear programming, etc. appropriate to systems costing.

- Assists in the preparation of taskings, projects, studies, reports, summaries and briefings specially assigned by the Air Force Secretariat, Air Staff, and/or the Air Force Cost Analysis Agency (AFCAA). Observes and performs tasks to support higher level analysts conducting cost analysis studies to evaluate and determine total resource requirements for advanced weapon systems and automated information systems.

- Performs a variety of special projects in keeping with the formal training plan. Incumbent familiarizes self with the appropriate regulations, analytical techniques and computer resources to accomplish the cost analyses performed at AFCAA. Develops knowledge of the mission and organization of the financial management community. Participates in formal training at appropriate DOD, other schools, and programs to obtain the information and techniques for performing the above duties. Assigned to appropriate on-the-job training projects. Receives training in other areas necessary for an Air Force and U.S. Government employee to include security, safety, administration, and personnel activities appropriate for the position. Performs special assignments such as preparing reports for areas of special interest; developing and presenting reports of accomplishments and results of assignments, etc.

Qualifications

Air Force Qualification Standards

To qualify for a GS-07
: Completion of 1 full year of graduate level education, or bachelor's degree with Superior academic Achievement as provided in the "General Policies and Instructions" for Qualifications Standards Operating Manual, or 5 academic years of pre-professional study.

To qualify for a GS-09: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B or J.D., if related.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of fundamental cost and economic analysis concepts.
2. Knowledge of acquisition requirements, and the development and approval processes used in large organizations.
3. Practical understanding of models and estimating relationships.
4. Ability to develop and utilize data collection techniques and to analyze data.
5. Ability to communicate orally and in writing.
6. Ability to interact effectively with others.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
