Duties

Help

1. Staffing/Hiring Action Management. Provides advisory support on a continuing basis to encourage and facilitate hiring managers' optimal use of existing personnel assets.

2. Serves as point of capture for all new staffing actions.

3. Life Cycle CIVPERS Support. Serves as a specialist for certain CIVPERS programs and functions, as noted in Memorandum for the Record initiated by the J14.

Qualifications

This is a GG-12 position in the Cyber Excepted Service (CES). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the 12 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Mangement Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of commonly employed CIVPERS principles, concepts, and methods, particularly of all phases of the staffing process. The level of knowledge and skill required is such as would prepare the incumbent to independently perform the recurring analyses and tasks that are essential to accurately documenting a wide range of staffing actions. This knowledge and skill are also employed to guide and support CIVPERS activities that are integral to other position life cycle phases, such as supporting the assigned customers in meeting documentation standards and deadlines associated with the performance management process. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of and skill in applying the full range of Civilian Personnel (CIVPERS) principles, functions, regulations, policies, processes, and tools governing the federal civilian personnel life cycle.

2. Particular knowledge of federal civil service staffing functions, regulations, policies, processes, and tools, and ability to recognize and apply hiring flexibilities (preferably, those associated with the Cyber Excepted Service).

3. Ability to work collaboratively with technical and functional managers and subject matter experts (SMEs) to identify operationally responsive and practical CIVPERS objectives, strategies, and specific courses of action.

4. Ability to interpret, make appropriate adaptations to, and apply CIVPERS regulations, policies, processes, and standards to address particular organizational and operational challenges.

5. Skill in selecting, adapting, and applying quantitative and qualitative analysis methods associated with CIVPERS management functions to provide performance metrics and trend analyses, and to identify business process inefficiencies and recommend improvements.

6. Ability to communicate complex information on CIVPERS functions, policies and standards in various forms (e.g., during face-to-face meetings as well as in situational and analytical reports and briefings).

OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION ARE: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
