The Legislative Data Analyst collaborates with congressional clients, legislative data partners, CRS staff, Library of Congress staff and contractors to analyze complex legislative information requirements; troubleshoots issues with the delivery of legislative data from multiple sources; and provides access to information through Congress.gov.

As part of the Library’s agile software design, development and deployment process, responsibilities include contributing to the development of user-centered agile stories and acceptance criteria, conducting user acceptance testing, and creating internal technical documentation and external user documentation communicated to clients and data partners. It also includes providing direct support to congressional and CRS users of Congress.gov, including troubleshooting, search assistance and training.

Librarians, information professionals, and candidates with the following experience are encouraged to apply: (1) applied knowledge of management of digital information, retrieval, and delivery systems (e.g., conducting analysis of XML data, constructing complex searches for end users against collections of data and full-text documents, and supporting web page creation and maintenance), (2) managing access to information (e.g., categorizing information into a coherent structure, testing complex search, browse, and display pages, and conducting user research), (3) supporting information system products (e.g., translating business needs into a product strategy and establishing and maintaining strategic relationships) (4) anticipating, analyzing, and solving complex data problems (e.g., interpreted conflicting data, evaluated alternative solutions and implications, and recommended an appropriate course of action).

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation’s best thinking on public policy issues of interest to its Members and Committees.

Analyst duties include:

Provides direct support to CRS and congressional users of legislative information systems, subsystems and services including troubleshooting, search assistance, and training based upon a solid understanding of Congress.gov.

Assists in identifying the need for, structure of, and the provision of training for legislative data specialist in daily quality control routines.

Writes primary documentation, tips, help pages, resource finding tools and tutorials, provides content for training, and coordinates training activities of House, Senate, and CRS staff who deliver training to users.

Participates in collecting, processing, analyzing, and evaluating data on users and usage of legislative information systems, and implements quality control procedures for checking, correcting, and notifying users of errors found in legislative information systems and related systems.

Participates in multiple projects related to Congress.gov and its subsystems and services and/or supports data partner efforts to provide enhanced data to Congress.gov.

Analyzes congressional requirements to support research and analysis, and congressional publishing.

Works with internal and external stakeholders, including teams of subject matter experts, technical specialists, data partners and other data analysts to solve complex data integrity issues.

The incumbent establishes and maintains professional standing through a variety of methods with CRS and other LC staff, staff from the House, Senate, and GPO, and other legislative branch agencies, and policy, technical, and library personnel of the House and Senate and other institutions.

The incumbent applies knowledge of relevant policies and procedures in the Library, CRS and the legislative branch to provide policy guidance and technical advice and counsel to CRS management and congressional staff.

Education

Basic Requirement:

All librarians must meet the requirements for professional education in library science or possess equivalent experience and education.

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
or
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
