This position is located in the Office of Equal Opportunity and Civil Rights (OEOCR) within CMS, in Baltimore, MD.

As the Director, OEOCR, you will serve as the Chief Diversity Officer and principal Equal Employment Opportunity (EEO) official for the Agency. You will provide executive leadership and direction in the effective administration of CMS-wide EEO, Diversity, Equity and Inclusion (DEI), and Civil Rights programs.

Help
  • Serves as CMS's Chief Diversity Officer and provides executive leadership and strategic direction on diversity, equity and inclusion issues.
  • Develops CMS strategies to improve representational diversity through data analysis to assist in identifying targeted outreach and recruitment strategies to help increase diversity in CMS applicant pools.
  • The incumbent chairs and leads the CMS DEI Council, engaging pertinent stakeholders, leaders and employees
  • Advises on inclusion strategies influencing employee engagement, satisfaction, development and productivity, and the ability of CMS to leverage the diverse ideas, talents and perspectives of the CMS workforce.
  • Serves as the CMS EEO Officer for purposes of compliance with 29 C.F.R. 1614 and Management Directive 110, which implements those regulations.
  • Administers a comprehensive complaints adjudication and analysis program for all CMS employees and applicants for employment in accordance with HHS and CMS policies, federal laws, rules, regulations and legal precedent.
  • Receives individual complaints of alleged discrimination based upon race, color, disability, religion, national origin, sex, age, genetic information, and retaliation.
  • Oversees investigation, adjudication, voluntary resolution of complaints, and acceptance/dismissals.
  • Represents CMS in dealings with the Equal Employment Opportunity Commission (EEOC).
  • Administers CMS?s reasonable accommodation program to ensure compliance with the Rehabilitation Act of 1973.
  • Directs, oversees, plans, monitors and evaluates an effective program that addresses the known mental and physical limitations of CMS employees and applicants for employment.
  • Ensures compliance with the No FEAR Act, and Anti-harassment and Prevention of Sexual Harassment Training guidance for both new and existing CMS employees.
  • Serves as CMS's technical expert on the operation of the federally mandated Special Emphasis programs/portfolios utilizing data driven approaches to the removal of obstacles affecting diverse populations.
  • Serves as the CMS expert in the preparation of the mandated Management Directive 715 Report and Plan to be filed with the U.S. Equal Employment Opportunity Commission.
  • Develops metrics, monitors trends, disseminates reports and delivers presentations/information to educate the CMS community on trends in hiring, separations, promotions, awards, EEO complaints, etc.
  • Plans, organizes, directs and evaluates the CMS Civil Rights program, in conjunction with CMS leadership and within the guidelines of HHS policy issuances.
  • Leads initiatives to assess, develop, and embed diversity, equity and inclusion in the organization as it relates to the health care programs administered by CMS.

Qualifications

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Professional/Technical Qualifications listed below. Evidence of this experience must be incorporated into your five page resume. Separate narratives for the Executive Core Qualifications and/or Professional/Technical Qualifications will not be accepted or considered. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Professional/Technical Qualifications (PTQs)

This position also requires that you possess PTQs that represent knowledge, skills, and abilities essential for success in this role. The following PTQs must be evident in your resume.
  1. Demonstrated comprehensive knowledge and application of civil rights, diversity, inclusion, EEO and general employment laws and regulations.
  2. Demonstrated experience developing and implementing effective and efficient agency strategies and plans that embed diversity, equity, and inclusion and address EEO, civil rights and reasonable accommodation issues.
  3. Demonstrated experience leading an equal opportunity and civil rights office for a large, geographically disbursed, multi-level organization.

If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

Additional information

Salary for SES positions varies depending on qualifications. The annual salary range is found at the top of this announcement. The selectee for this position may be eligible for annual performance bonuses and performance-based pay adjustments.

Veteran's Preference does not apply to the SES.
