The analyst will prepare authoritative, objective, and non-partisan analytical studies and descriptive and background reports on Social Security Disability Insurance and related disability insurance policy; provide personal consultation and assistance to congressional committees, Members, and staff on policies and programs throughout the legislative process; and participate in or lead team research projects and seminars. The analyst is also expected to develop over time the skills necessary to provide legislative analysis and consultation to congressional committees, Members, and staff at increasingly sophisticated levels on policies such as changing Social Security’s existing eligibility requirements, application and adjudication processes, or benefit and financing structure.

Applicants should have experience conducting policy analysis related to Social Security Disability Insurance or related disability insurance policy and must be able to work as part of a collaborative team (e.g., to analyze interactions across programs that serve individuals with disabilities). The ideal candidate will have: 1) knowledge of the theories, principles, and practices of one or more social science or finance disciplines (e.g., economics, demography, public policy, sociology, or related field) as it relates to the disability elements of the Old-Age, Survivors, and Disability Insurance (OASDI) Program or similar disability insurance programs; 2) the ability to interpret the results of quantitative analyses that utilize statistical methodologies, such as regression analysis; and, 3) the ability to develop summary statistics from complex data sources and present them to a non-technical audience.  Previous experience analyzing disability data from administrative or survey sources such as the Social Security Disability Analysis File, the Health and Retirement Study, the Survey of Income and Program Participation, and the National Health Interview Survey is desirable. Strong writing, research, and presentation skills are essential.

Analyst duties include:

Preparing a variety of objective, non-partisan analytical studies and descriptive background reports, memoranda and other written materials on subjects or public policy issues of national significance that are within the employee’s area of professional knowledge.

Providing personal consultation and assistance to congressional committees, Members and staff on public policy issues throughout the legislative process by providing information and analysis, and applying professional subject-area knowledge.

Participating in CRS seminars, workshops, and/or outreach programs for congressional committees, Members and staff.

Participating in or leading team research projects and seminars.

Locating and providing information requested by Members and committees of Congress and their staff.

The incumbent of this position may work a flextime or compflex work schedule.

This is a non-supervisory, bargaining unit position.

Education

Basic Requirements

Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Failure to submit a foreign education evaluation report will result in disqualification of your application.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
