Help

The General Counsel:

  • Advises and counsels agency leadership, including the NASA Administrator, Deputy Administrator, Associate Administrator, and other senior Agency officials including Mission Directors, Center Directors, Mission Support Enterprise Leaders, and Technical Authority leaders on legal matters affecting the agency.
  • Leads and provides strategic direction and oversight to the legal team comprised of 180 civil servants and contractors, which includes the NASA Deputy General Counsel, associate general counsels, NASA center chief counsels, senior leaders, attorneys, and legal professionals within an enterprise operational model (e.g., distributed work environment). The General Counsel is responsible for the development and growth of NASA's legal workforce by enabling an effective enterprise approach to hiring, talent development, retention, succession planning, and training. Manages an enterprise budget of approximately $37 million and administers the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Provides expertise in key legal disciplines, including Procurement; Fiscal Law; Acquisition Integrity; International/Space Law Federal Personnel Law; Agreements and Partnerships; Intellectual Property Law; Administrative Law; Safety and Security; and Environment Law to provide counsel to agency leadership and employees.
  • Directly partners with NASA leaders to set strategic direction to enable NASA to progress toward its vision and fulfill its goals.
  • Advises on proposed Executive Orders, proposed legislation, and represents NASA in matters before federal courts in coordination with the Department of Justice, administrative forums and in all matters involving negotiations with foreign government, international partners, and participants in international organizations.
  • Provides advice and assistance to the Department of Justice, as needed. Assigns trial attorneys to represent the interest of the government in proceedings before courts and administrative forums. Adjudicates claims presented to NASA for personal injury, death, or damage to/loss of real property.
  • Fosters a culture of engagement, inclusiveness, excellence, and innovation through collaborations with thought leaders from within as well as outside of NASA. Actively engages with external partners, including national, international, governmental, local, academic, and industry stakeholders. Champions and enables new business and partnership opportunities.
  • Creates an organization environment and culture that promotes and enables the Agency's commitment to Safety, Inclusion, Integrity, Teamwork, and Excellence. Champions the agency's commitment to Diversity, Equity, Inclusion, and Accessibility strategic plan and programs.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

Experience or background in acquisition/procurement or contract law is desirable.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience providing advice and counsel to senior leaders across multiple legal functions, to include procurement/contracts and fiscal law, acquisition integrity, employment law, partnerships/mergers/acquisitions law, and/or international/space law. Familiarity with federal laws, statutes, and policies to organizational matters. Procurement law background is desired.

MTQ 2- Demonstrated experience in leading transformative change across a geographically dispersed legal organization and managing a workforce responsible for legal operations from an enterprise perspective to meet organizational objectives and goals.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

You must possess a J.D. or LL.M from a law school accredited by the American Bar Association and be a member in good standing of a bar in a state/territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
