The Congressional Budget Office is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. CBO seeks a Deputy Director of Budget Analysis, one of two deputies who report to the director of the Budget Analysis Division (BAD). The division's deputies help manage all aspects of the work of BAD's nine units, which in turn are supervised by unit chiefs.

Qualifications

The position requires an advanced degree in public policy, public administration, or a similar area and at least eight years of relevant experience, including a demonstrated ability to coordinate or manage projects. The successful candidate must exhibit outstanding leadership and the ability to manage and motivate a diverse staff in a fluid, high-pressure environment. The ideal candidate will anticipate the division's needs as it provides support to the Congress and will be able to supervise research, modeling, and quantitative analysis of a broad variety of proposed legislation.
Management experience, in particular the ability to think strategically and to build coalitions that meet CBO's goals in a collegial environment, is greatly preferred. Strong quantitative skills are essential to guide and review analytical products. Exceptional communication skills also are necessary, especially the ability to articulate technical material clearly and concisely, both internally and for CBO's Congressional clients. Candidates must have in-depth knowledge of the Congressional budget process. An understanding of the concepts, structure, and detail of CBO's budgetary projections and analysis is a plus.
