Summary

GS-09:

  • Serves as project manager/Contracting Officer's Representative (COR) for post occupancy alterations/work.
  • Solicits price proposals for alterations, improvements and other actions under the lease.
  • Participates in pre and post occupancy activities, including space requests, market surveys, design kickoff meetings, acceptance meetings, space condition inspections and key collection.
  • Analyzes and monitors the full range of leased building operational procedures and policies for conformance with GSA requirements.
  • Answers inquiries from lessor, general public and congressional interests concerning rent payments, escalations, and other inquires related to financial aspects of leases

GS-11:

  • Serves as project manager/Contracting Officer's Representative (COR) for post occupancy alterations/work.
  • Coordinates tenant agency relocation and personal property moves. 
  • Solicits price proposals for alterations, improvements and other actions under the lease.
  • Participates in pre and post occupancy activities, including space requests, market surveys, design kickoff meetings, acceptance meetings, space condition inspections and key collection.
  • Explains, promotes, and implements GSA property management policies, procedures, and methods related to tenant.
  • Analyzes and monitors the full range of leased building operational procedures and policies for conformance with GSA requirements.
  • Answers inquiries from lessor, general public and congressional interests concerning rent payments, escalations, and other inquires related to financial
    aspects of leases

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

The GS-9 salary range starts at $54,727 per year for Fresno, CA; $62,926 per year for Los Angeles, CA; $67,226 per year for San Jose, CA. 

To qualify you must have a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; and/or 52 weeks of specialized experience equivalent to the GS-7 level in the Federal service.

Specialized experience is experience applying a basic knowledge of performing a combination of short term planning, development and implementation of lease administration enforcement programs; and performing duties necessary to interpret and enforce lease contracts. Examples of qualifying specialized experience include assisting in managing and evaluating building operations and/or building management programs to achieve customer consent; and/or recommending strategies to optimize building performance.   

The GS-11 salary range starts at $66,214 per year for Fresno, CA; $76,135 per year for Los Angeles, CA; $81,338 per year for San Jose, CA.                                                                                                                                                                              

To qualify, you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; and/or 52 weeks of specialized experience equivalent to the GS-9 level in the Federal Service or; combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.                                                                                          

Specialized experience is experience performing a combination of short term planning, development and implementation of lease administration enforcement programs; and performing duties necessary to interpret and enforce lease contracts. Examples of qualifying specialized experience include: managing and evaluating building operations and/or building management programs to achieve customer consent; developing and implementing strategies to optimize building performance and support investment decisions; and assessing contractor performance to ensure building services provided meet contract specifications as well as business and workplace needs.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge of property management principles, operations, and techniques.
  • Knowledge of building design concepts, construction practices, functioning and maintenance repair of various mechanical systems.
  • Knowledge of FAR regulations and procedures for contracts to ensure compliance with regulations regarding lessor and lease responsibilities.
  • Knowledgeable in the costs of materials and equipment; sources of supplies; and availability of trades and crafts resources sufficient to determine feasibility of proposed alterations and repairs.
  • Ability to communicate orally and in writing to draft correspondence to tenants, lessor and contractors to communicate lease requirements.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
