Duties

Help

As a Supervisory IT Specialist (PLCYPLN)(Director of Information Management), you will:

  • Establish OIG strategic plan for software systems, including goals for improving the efficiency and effectiveness of OIG operations through the implementation of innovative software, mobile, cloud technologies and web technologies.
  • Lead, conduct, and participate in complex management studies and reviews of new and emerging technologies as they relate to the needs and mission of OIG components.
  • In coordination with the AIGIT, interface with other agencies in committee, ad-hoc work groups, and periodic meetings focused on information and knowledge sharing activities related to Information Management.
  • Perform strategic planning in the vetting, design, development, implementation, and on-going maintenance of software projects consistent with Project Management Institute (PMI) processes and procedures.
  • Proactively, and on a continual basis, identify opportunities and risks in information management systems and projects with an intent to improve agency and staff effectiveness, improve service, drive down cost/create value, and find synergies between complementary information systems within the agency.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14grade level in the Federal service. Specialized experience for this position includes:

  • Leading a multi-disciplinary team of technical staff in the development, implementation and customer support of custom, off-the-shelf, and 3rd party enterprise software that addresses business process automation, information and capture, visualization/reporting, and analysis; AND
  • Experience in capabilities, customization, and application of enterprise collaboration systems (ie. SharePoint) and relevant third party tools in the advancement of a knowledge-based organization; AND
  • Experience serving as a project manager and performing project management services for custom and off the shelf (COTS) enterprise software and collaboration projects for an agency-wide or for multi-organizational initiatives (or major organizations within an agency) using at least two widely accepted and practiced methodologies (eg. Scrum, PMI, and/or waterfall); AND
  • Experience monitoring and evaluating contractor performance over the contract life cycle as it relates to enterprise software and intranet implementation; AND
  • Experience providing leadership and direction to an organizational unit or work team charged with employing the innovative use of software, databases, enterprise collaboration (ie. SharePoint) and other information management systems to facilitate the mission of a diverse, mid to large sized organization.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

  • For the GS-15, you must have been at the GS-14level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT (CONTINUED):
- A one year supervisory or managerial probationary period may be required.
- Public Trust - Background Investigation will be required.
