This job opportunity is for a Work Unit Supervisor in the Data Capture Branch (DCB), National Processing Center (NPC), U.S. Census Bureau located in Jeffersonville, Indiana. The incumbent of this position serves as supervisor of a processing subunit with responsibility for assuring effective planning, coordination, and supervision for all processing projects assigned. This position is not included in the bargaining unit.

The individual selected for this position will:
  • Be responsible for organizing, planning, and directing the processing activities within tight time, cost, and staff allocations and within established priorities;
  • Oversee system operations and monitor the status and progress on each of the systems to which assigned to ensure timely production, minimum risk of data loss due to malfunction, and efficient utilization of equipment;
  • Advise shift supervisor of personnel and material needs and problems, recommending changes in organization/workflow and modification of procedures to achieve quality, accelerated operations, eliminate staffing problems, or otherwise expedite the flow of the work;
  • Implement and ensure the accuracy of reporting systems devised to reflect cost and production;
  • Keep employees informed of management's goals and objectives, assure that the NPC safety program is implemented at the work site, and apply the principles of Equal Employment Opportunity in the area supervised.

Tour of Duty: Positions are night shift. Hours will be 4:00 p.m. to 12:30 a.m. Monday through Friday. Alternate Work Schedule is not available. Positions may include evening or weekend work, hours will vary. Employees are paid 10% night differential for any hours worked between 6:00 p.m. and 6:00 a.m.

At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.

This is a supervisory position. You must have demonstrated in your work experience or training that you possess or have the potential to develop the qualities of successful supervision. You may be required to serve a supervisory/managerial probationary period.

Qualifications

Specialized Experience: You qualify at the grade 07 level if you possess one year of specialized experience that equips you with the knowledge and skills needed to perform the job duties. This specialized experience must have been equivalent to at least the grade 06 level to meet the qualification requirements in the Federal Service. Specialized experience is defined as experience in assignments in which you motivated, trained, and worked effectively with subordinate employees; planned and carried out work effectively; accomplished the quality and quantity of work expected within set limits of cost and time; communicated effectively both in person and in writing; responded to and furthered management goals; and developed improvements in or designed new work methods and procedures.

Education cannot be substituted for the specialized experience at his grade level.

Note to current NPC employees: If you are a current NPC employee and are selected from this announcement, this selection will change your type of appointment to a Temporary Appointment. At the end of this Temporary Appointment, your employment with NPC will end. You will be required to re-compete for any permanent positions. In some cases, you may be eligible for reinstatement. Applying for Reinstatement may allow former federal employees to reenter the Federal competitive service workforce without competing with the general public.
